Lead strategic planning and policy development for the Scientific Data Program, ensuring alignment with organizational goals such as the 25-year Strategic Plan and IT Strategic Plan. 

Direct the creation and management of IT data services and lead a skilled team in delivering crucial scientific data services to staff, ensuring alignment with strategic objectives.

 

Picture yourself, developing and implementing a short-term and long-term strategic plan for the Scientific Data Program, setting vision, goals, and objectives, and developing strategies to achieve them.

In this dynamic and leadership focused role, serve as a link between subordinates and executive management, sharing agency updates, financial news, and new objectives.

Oversee service operations, ensure data services are secure, reliable, and scalable and collaborate with IT and scientific staff to identify and resolve technical issues.

 

Duties:

Here is some of what you will be doing as our Science Program Data Manager, 

Strategic Planning and Policy: 

  • Collaborate with stakeholders to ensure the strategic plan aligns with organizational goals and scientific objectives.
  • Monitor and evaluate the progress of the strategic plan, adjusting as necessary to achieve desired outcomes.
  • Develop, review, and update policies and procedures related to scientific data management and IT services. Ensure policies comply with relevant regulations, standards, and best practices.
  • Communicate policies to scientific staff and provide guidance on their implementation.
  • Participate in statewide committees on behalf of the Chief Information Officer (CIO) to influence statewide enterprise IT policies, WaTech services, OFM, Legislation, and Governor’s Office regarding DFW Scientific Data Strategy.

Service Delivery Management: 

  • Design and implement IT data services to meet the needs of scientific staff.
  • Responsible for the development, deployment, and maintenance and quality of data management systems and tools.
  • Accountable for developing processes and procedures and overseeing the resolution of incidents and problem management for Scientific Data Services.

Management, Supervision, and Mentorship:

  • Provide direct coaching, mentoring, and technical training to staff and cultivate a culture focused on teamwork, staff satisfaction, customer satisfaction, and financial health within the ITS Division.
  • Oversee all aspects of human resource management, including recruitment, hiring, onboarding, performance management, discipline, and compliance with union contracts and state/agency policies.
  • Direct the creation of annual IT career development training plans and leadership/management technical training plans.

IT Scientific Data Program Financial Management:

  • Work closely with the Chief Information Officer (CIO) and IT Sr. Management to develop budget strategies and proposals to achieve Information Technology Services (ITS) Division strategies and objectives for the Scientific Data Program.
  • Maintain a portfolio of Scientific Data Program costs to appropriately plan and request maintenance funding.
  • Monitors and works with the Legislative staff, the State Chief Information Officer (CIO), Office of Financial Management (OFM) and other state agencies as needed to represent WDFW’s interests when it comes to Information Technology funding.

Vendor and Contract Management:

  • Responsible for the vendor management of strategic vendors used to support DFW IT Scientific Data Program needs.
  • Responsible for monitoring and managing IT Vendor contracts and costs associated with providing IT Data Science Program services.
  • Identify and evaluate vendors to meet scientific data service requirements.
  • Negotiate and manage contracts, ensuring compliance with policies and legal requirements. Handle contract renewals, amendments, and terminations.

 

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Duties are performed in an office setting and will require extensive computer use.
    • Office hazards include working under fluorescent light, repetitively entering data into computer, and looking at a computer monitor for long periods of time.
  • Schedule:
    • Typically, Monday – Friday, 8:30 A.M. - 5:30 P.M.
    • A varied schedule may be required including working Saturday or Sunday and overtime during peak periods, system implementations, maintenance and outages.
  • Travel Requirements:
    • Some travel may be required throughout the State to attend training, meetings, and conferences.
  • Customer Interactions:
    • Customer interaction is integral to department success.

 

Qualifications:

REQUIRED QUALIFICATIONS:

  • Bachelor's degree or equivalent experience.

          AND

  • Five (5) years of recent management experience.

          AND

  • Five (5) years of progressive information technology experience such as:
    • Consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, directing projects, providing customer or technical support in information technology.
    • Administering or supervising staff who performed work in any of these information technology disciplines.

          AND

  • Two (2) years of IT Strategic Planning experience.

Special Requirements/Conditions of Employment:

  • Must pass fingerprint and background check due to working with law enforcement and sensitive data.

 

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Data Management experience
  • Business Administration experience or certifications or trainings
  • Cyber Security Trainings.
  • IT Service Management Knowledge of Information Technology Information Library (ITIL) concepts and standards for managing IT services, development and operations.
  • Project Management Professional (PMP) certified.
