Job Summary:

 

The Division of Extension and Engagement and it's OSU Partnerships Unit are seeking an Evaluation Coordinator. This is a full-time (1.00 FTE), 12-month, professional faculty position. Refer to the working conditions section for information on possible flexible work arrangement.

 

This Evaluation Coordinator is a team member of the Division of Extension and Engagement's OSU Partnerships Unit, which includes Open Campus, Juntos, and Native American and Tribal Programs. This position is based in Corvallis, Oregon and is supervised by the Director of Juntos. Decisions regarding this position are in consultation with OSU Partnerships Unit leadership.

 

The Evaluation Coordinator will plan, organize, and coordinate program evaluation projects and activities related to the OSU Partnerships Unit. This individual will play a pivotal role in enhancing the effectiveness of our programs by overseeing data collection, data analysis, and evaluation processes. This Coordinator will work closely with Unit leadership, coordinators, and stakeholders to develop and execute a comprehensive evaluation plan that centers equity and inclusion and ensures that data-driven insights inform decision-making and program improvement efforts. This position will have a focus on providing majority evaluation support for the Juntos program.

 

The Evaluation Coordinator is responsible for managing program evaluation strategy, procedures, and protocols, including developing and administering quantitative and qualitative evaluations and analyzing and reporting on the data collected. This Coordinator manages the Partnerships Unit program participant data in the unit's CRM following all university and partner guidelines, recommends curriculum updates based on finding in partnership with Partnerships Unit coordinators and leadership, and provides additional relevant data support (for grants, contracts, reports, publications, etc.). This position also provides local leadership, training, coordination, and fosters partnerships around evaluation, data collection, and data management for the OSU Partnerships Unit programs. This position will require driving/traveling to meet with the Partnerships Unit team and partners, to attend trainings and/or Unit programs, and to share information about the Unit at conferences and other outreach opportunities.

 

In addition, this individual will ensure that program evaluation responsibilities serve broad and diverse populations, including those that have been historically marginalized/excluded from participation, using culturally responsive and equitable evaluation approaches. This includes complying with Civil Rights and Language/Visual Access regulations.

 

Collaborative work across disciplines, organizations, and programs areas is expected. Active and effective communication with colleagues and key stakeholders is critical to the success of this position; wireless access may be necessary.

 

About the Partnerships Unit: OSU Partnerships Unit works in collaboration with Oregon State University, the Association of Oregon Counties, Oregon's Community Colleges, regional economic development groups, the K-12 education systems, the business communities and local government. The goal of OSU Partnerships Unit is to provide community and economic development, career and college access, and degree completion/support. The https://opencampus.oregonstate.edu/ is a program designed to support Oregon high school students with post-secondary enrollment and college access as well as trade and technical institutional support. Open Campus partners with Oregon Community Colleges, Oregon public universities, and community engagement programs to deliver local programming. Key Responsibilities

 

45% – Program Evaluation and Data ManagementPlan and coordinate evaluation and research strategy for the OSU Partnership Unit with a primary focus on the Juntos program, using culturally responsive and equitable evaluation (https://expandingthebench.org/cree-definition/) approaches.

 

Coordinate quantitative and qualitative data collection at participating sites in collaboration with statewide and regional OSU Partnerships Unit Program coordinators; ensure data collection methods are accessible for diverse participants. Travel/driving will be required.

 

Facilitate efficient workflows for program registration and communication, using existing CRM/data management tools. Collaborate with the multimedia coordinator and program coordinators to develop and manage landing pages for program registration, ensuring a seamless user experience.

 

Contribute to grant procurement and reporting processes including: the pre-award components, proposal presentation, statements of work, project budgets, and other components of research funding in collaboration with the OSU Partnerships Unit leadership team at local, state, and national level.

 

Oversee the use and management of participant data collection and record retention systems, in partnership with Partnerships Unit leadership.

 

Develop, manage, and implement evaluation procedures, protocols, and instruments, using ethical decision-making and data-equity practices.

 

Provide leadership for youth safety compliance in relation to data and communication with youth and families with all team members.

 

Provide support and training for OSU Partnerships Unit program coordinators in engaging with data and evaluation systems, particularly HubSpot/Qualtrics.

 

Manage collection, entry, and cleaning of data, including potential oversight of students or interns.

 

Conduct quantitative and qualitative data analysis that aligns with the evaluation plan, including surveys as the primary data source.

 

Ensure compliance with Institutional Review Board (IRB) guidelines, including maintenance of protocol documents and training of study team.

 

25% – Reporting and CommunicationCollaborate with OSU Partnerships Unit leadership, program coordinators, and multimedia coordinator to develop reports for internal and external stakeholders and funding agencies, on a regular and as-needed basis.

 

Follow OSU and division brand guidelines, digital publishing standards and digital contact management data integrity practices for programmatic communications, marketing and engagement.

 

Communicate processes and findings to broad and diverse audiences, including community leaders, employees, partners, youth and families. Emphasize issues of equity, diversity, and inclusion.

 

15% – Continuous improvementUtilize insights from data analysis to make recommendations for curriculum and programming updates and improvements, in partnership with OSU Partnerships Unit leadership.

 

Collaborate with OSU Partnerships Coordinators statewide to support the development and maintenance of curriculum.

 

Lead professional development efforts for program coordinators as well as analysis efforts for data collected from the curriculum evaluations, professional development, and partner feedback.

 

Identify modifications required for equitable access to curriculum and culturally responsive practices.

 

10% – Program AdministrationCoordinate and support administrative operations of OSU Partnerships Unit evaluation functions, including needs assessment and short- and long-term planning.

 

Provide evaluation and data systems training to Open Campus and Juntos Coordinators.

 

Perform project management for evaluation of programs by convening, supervising, and managing project teams.

 

Collaborate and maintain relationships with internal and external stakeholders to facilitate program compliance, support, and promotion.

 

Provide subject matter expertise as it relates to program and evaluation activities, training, and engagement with internal and external stakeholders.

 

Collaborate with grants and contract proposals writing and post-award administration.

 

Support recruitment, supervision, and mentorship of student employees and interns with various identities, cultural backgrounds, and communication styles and expectations.

 

Travel/driving is required to meet with Partnerships Unit team and partners, attend trainings and/or Unit programs, and to share information about the Unit at conferences and other outreach opportunities.

 

5% – Service and Other Duties Perform other duties as assigned.

 

Participate in relevant statewide/regional/national conferences, workshops, and trainings; and participate in relevant university, division, and the Partnerships Unit activities.

 

Stay current on issues related to underrepresented student college and career pathways, out of school time programs and family engagement strategies.

 

What You Will Need

 

• Master’s Degree in social science, liberal arts, education, human development and family sciences, public health or related field with one (1) year of professional or volunteer experience in evaluating educational, youth-serving, community development, public health, or other programming; OR, Bachelor’s Degree in social science, liberal arts, education, human development and family sciences, public health or related field with five (5) years of professional or volunteer experience evaluating educational, community development, or other programming. Degree must be completed by application date.

• Experience managing data in spreadsheets and databases (e.g., Customer Relations Management system).

• Experience developing surveys using Qualtrics or other survey development software.

• Experience with quantitative, qualitative, and mixed-methods data analysis or related ability and skill in using data as part of educational program planning.

• Excellent oral communication skills.

• Excellent written communication skills, with ability to write coherently and concisely, using appropriate grammar and spelling.

• A commitment to collaborative and respectful learning and working environments that are safe, inclusive, and welcoming.

• Demonstrated experience engaging with broad and diverse populations in a culturally responsive manner.

• Ability to report evaluation findings to a broad and diverse audience with various identities, cultural backgrounds, and communication styles and expectations.

• Ability to collaborate with graphic designers and data visualization partners.

• Ability to maintain strict confidentiality and ethical data practices.

 

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months

 

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

Working Conditions / Work Schedule

 

The primary work location for this position is the OSU Partnerships office in Ballard Extension Hall on OSU’s campus in Corvallis, Oregon. However, flexible work may be established via https://hr.oregonstate.edu/sites/hr.oregonstate.edu/files/2022-08/flexible_work_agreement.pdf for a work location within Oregon or from a bordering state, with pre-determined periodic reviews of on-going work for continuation of the agreement.

 

This position requires flexibility to work in a variety of settings and on evenings and weekends.

 

Travel/driving will be required to meet with Partnerships Unit team and partners, attend trainings and/or Unit programs, and to share information about the Unit at conferences and other outreach opportunities as well as to fulfill the general work requirements of this position.
