Job Responsibilities

This position is accountable for performing a wide variety of administrative duties related to personnel and management support services regarding employee files, personnel action forms, training, staffing, payroll, attendance keeping, benefits, and other personnel services.

This position reports directly to the Personnel Services Manager. 

The incumbent functions in an environment which is highly sensitive and involves confidential activities in relation to the district’s technical personnel.  Within this framework, the incumbent provides a wide variety of services related to payroll, training, salary monitoring, processing of personnel action forms and daily interaction with district employees.  The incumbent’s responsibilities include assisting and/or conducting interviews in the interview process for all technical, code, and negotiated rate personnel. Many of the duties of the position are accomplished by working with an on-line computer system and using the Time Keeping System (TKS) and the Asset Management Program (AMP) system to enter, verify and check all services related to payroll.

Typical problems are assuring all paperwork is completed accurately, confidentially and in a timely manner and ensuring accurate personnel records, meeting of deadlines in the area of payroll through the TKS computer system.  Challenges to the position are to ensure that all personnel transactions, insurance transactions, salary deductions and overtime compensation are correctly entered and reflected on TKS so that all employees receive a correct payroll warrant, to be certain that employees are given correct information and advice regarding employee benefits and to ensure consistent application of labor union matters. The greatest challenge to the incumbent is to efficiently set priorities and handle the constant changing benefits and pay schedules.

 

The incumbent prepares Personnel Action forms, prepares correspondence and special reports involving district personnel; assists with necessary forms for position descriptions; prepares and coordinates the processing of new employees; provides orientation to all new employees, handles training course announcements, registrations and cancellations; prepares Internal Personnel Action forms and requisitions for technical employees, prepares monthly staffing and statistical headcount reports, monitors and handles salary increases for technical employees, prepares interview paperwork for technical positions, handles flexible hours requests, provides hiring opportunity counseling to all applicants, handles the employees training records, monitors annual performance evaluations and maintains employee personnel and medical files, advises employees regarding personnel procedures and transactions, answers questions regarding personnel matters and assists the Personnel Office with the Group Insurance Program and State Employees’ Retirement System benefits.

Job Responsibilities Continued

The incumbent performs most assigned responsibilities without assistance and has the latitude to apply policies and procedure and make decisions in a multitude of personnel areas for which this position is responsible.  Problems involving actions that deviate from policy and establish procedures or have potential impact beyond the Personnel Services Section are referred to the Personnel Office.  The incumbent must work within the confines of all state and federal laws, union contracts, and the department’s Personnel Policy Manual.

In performing the function of this position, the incumbent deals with district personnel at all levels throughout the district for providing labor union contract interpretation, grievance, and disciplinary investigation and resolution; central Bureau of Personnel Management, central Bureau of Labor Relations, and the general public on a daily basis.  The incumbent also has contact with all permanent and temporary employees concerning employment issues. 

The effectiveness of this position is measured by the level of assistance provided to management and district employees.  In addition, the incumbent is evaluated on effective labor contract interpretation and grievance/disciplinary resolutions and on whether deadlines are met, personnel action forms and other paperwork are expeditiously processed, and inquiries are answered with good authoritative answers, timely and accurate submittal of payrolls and attendance records.

Principal Accountabilities

1.     Conducts, assists, and/or coordinates interview processes for all technical, code, and negotiated rate personnel.
2.     Timely and accurately processes all payrolls and ensures that all employees receive correct payroll warrants.
3.    Processes all Personnel Action forms in an accurate, confidential, and timely manner for the purpose of maintaining an accurate Human Resource Information database.
4.    Ensures employees receive timely and accurate information pertaining to the benefits to which they   are entitled.
5.     Maintains confidential employee personnel and medical files.
6.     Performs duties in compliance with departmental safety rules.
7.     Performs all duties in a manner conducive to the fair and equitable treatment of all employees. 
8.     Performs other duties as assigned.

Minimum Qualifications

- Completion of a bachelor’s degree majoring in business, human resources, economics, public finance or public administration; OR
Completion of two years of college PLUS one year of experience in business, human resources management, economics, public finance, public administration or a combination thereof; OR
Five years of experience in business, human resources, economics, public finance, public administration or a combination thereof.

Preferred Qualifications

- Knowledge of agency policies and procedures.
- Ability to communicate effectively and follow oral and written instructions.
- Good organizational skills.
