Do you want to be a part of a dynamic team helping to diversify regional economies and drive new job growth in communities across the state of Virginia? If so, this position is for you! The Virginia Department of Housing and Community Development (DHCD) seeks a knowledgeable and driven individual to serve in the role of GO Virginia Program Administrator (Program Administration Specialist II). The selected individual will support the objectives of the Growth and Opportunity (GO VA) Board through the achievement of its goals for regional collaboration. This includes assisting regional councils, local government, agency divisions, other state boards, gubernatorial and legislative study commissions, other state agencies, and other public/private entities with vital interests in community development and economic development.

The selected individual will ensure that grantees and sub-recipients utilize funding in accordance with program requirements and provides technical assistance for the delivery of the required benefits, on time, within budget, and creates supportive community relationships. Duties include conveying information and recommendations through public speaking, public outreach, written reports, and analysis; developing and managing grant agreements, tracking performance metrics and program impact; and collaboration with community and economic development staff to ensure the maximal use of resources in community and regional economic development priority initiatives.

Minimum Qualifications

• Knowledge of statewide strategic policy initiatives related to entrepreneurship, economic development, and workforce development.
• Considerable knowledge of policy analysis, data analytics, research, grant management and program performance management.
• Knowledge of project development grant management, reporting outcomes, and providing quality technical assistance to external stakeholders.
• Experience designing and conducting programs, drafting reports, policy statements, and making technical presentations.
• Demonstrated ability to communicate effectively orally and in writing, in addition to having the ability to manage multiple projects.
• Ability to work with a variety of state officials, policy boards, legislative bodies, agency staff, and the general public.
• Work experience and proficiency in Microsoft Office suite (including Word, Excel, PowerPoint, Outlook) to create reports, draft documents, and create presentations.
• Valid State Driver’s License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.

• Experience in conducting and in providing workshops, presentations, and effectively communicating to stakeholders.
• Experience in managing multiple, priorities, and fiscal resources.
• Experience in administering and tracking payments with state grants.
