State of North Carolina Agency HR Consultant I

Description of Work

Salary Recruitment Range: $46,817 - $64,500
Salary Grade: NC13

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Mission of the Department of Insurance:

Primary Purpose of the Organizational Unit:
The primary purpose of the Human Resources Office is to provide human resources services to the Department of Insurance in the areas of HR policies and practices, employee relations and discipline, recruitment and salary administration, organization and position management, training and staff development, performance management, benefits and orientation. 

Primary Purpose of the Position:
The primary purpose of this position is to serve as the department's Recruitment Coordinator and SME on Neo-Gov and Integrated HR/Payroll System (formerly BEACON).

Specific responsibilities include:
- Using the web-based recruitment system (NEOGOV) to post vacancies and documenting recruitment/selection 
- Reviewing applicant qualifications and determining referral candidate pools
- Utilizing the NEOGOV system to document recruitment/selection actions
- Determining salary recommendations based on state salary administration policies
- Providing technical assistance to managers/supervisors regarding the recruitment/selection/salary administration processes
- Processing personnel transactions using the BEACON HR/Payroll system

Knowledge, Skills and Abilities / Competencies

 

  • Knowledge in the interpretation and application of federal laws and State HR laws, policies, and practices governing HR

Experience using the web-based recruitment system (NEOGOV) to post vacancies and documenting recruitment/selection actions 

Experience reviewing applicant qualifications and determining referral candidate pools

Experience determining salary recommendations based on state salary administration policies

Experience providing technical assistance to managers/supervisors regarding the recruitment/selection/salary administration processes

Experience processing personnel transactions using the BEACON HR/Payroll system

 

Minimum Education and Experience Requirements

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
