Accounts Payable Accountant #00150, #00012, #00251

The Virginia Department of Emergency Management (VDEM) is actively seeking qualified candidates to join our Finance Team as Accounts Payable Accountants. 

The Accounts Payable Accountant will provide financial, administrative, and clerical support to the Accounting Department. The Accounts Payable Accountant performs accounting duties in accordance with Commonwealth Accounting Policy and Procedures (CAPP) Manual guidelines, state laws, federal laws, and agency policies and procedures. Responsibilities include processing payments and refunds to vendors and state agencies, ensuring accuracy and timeliness. This role also involves conducting financial reconciliations, compiling statistical and financial data for internal and external stakeholders, and performing vendor account reconciliations promptly to rectify any identified errors. This role will be required to coordinate reviews of agency internal controls, ensures policies and procedures are up-to-date and being followed, and maintains compliance with all CAPP requirements.

The Accounts Payable Accountant will be required to compile, analyze, and present financial data/reports in appropriate formats. This position will primarily work independently while also demonstrating the ability to collaborate effectively within teams composed of individuals at various levels. Additionally, the role may involve supporting other departments within the Finance Division as necessary.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in this Employee Work Profile/job description.

Minimum Qualifications

• Working knowledge of basic accounting principles (GAAP)
• Working knowledge of federal and/or state fiscal processes and procedures
• Considerable knowledge of vendor payment processes, travel reimbursements, journal entries, vendor reconciliations, revenue processing, balancing and reconciling accounts.
• Demonstrated ability to communicate effectively (written and oral), organize, and prioritize work. 
• Demonstrated ability to research and resolve issues promptly, and must have a strong attention to detail. 
• Demonstrated ability to interpret and explain policies, procedures, state and federal laws and regulations.
• Demonstrated ability to assemble, analyze, and prepare technical reports and summaries covering complex financial and grant processes.
• Demonstrated expertise in utilizing automated accounting systems, Microsoft Suite Applications (Word, Excel), and computer proficiency. 
• Proven proficiency in maintaining complex fiscal data using spreadsheets, manual and automated ledgers
• Ability to develop and present financial data to individuals at various levels.
• Must possess the ability to work independently to meet deadlines with accurate and quality detailed results.

Additional Considerations

• Experience in state government, especially in using CARDINAL
• Experience working with Commonwealth of Virginia ARMICS requirements

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
