Be a part of the Special Taxes, Petroleum Tax Unit at the Minnesota Department of Revenue, working together to fund the future of all of Minnesota. We are a nationwide leader in Petroleum Tax policy. Our work includes administering Minnesota's revenue source to fund our roads, bridges, and mass transportation. This petroleum tax auditor position will focus on compliance and education of Minnesota petroleum tax laws.  

The Revenue Tax Specialist, Senior independently performs highly difficult and specialized tax administration work to ensure compliance with Minnesota tax laws. This position is responsible for conducting petroleum tax audits involving several difficult issues by applying appropriate law, policy, and procedures; informing taxpayers of the problems or discrepancies found in records; providing information to the taxpayer; providing service and education/training to external and internal customers; and other related duties as assigned. The majority of the work performed will be auditing taxpayer records.

Responsibilities may include:

  • Conducting audits by applying accounting and auditing standards to determine sales tax liability in order to assess or refund
    the appropriate tax
  • Reviewing and analyzing business reports, financial statements, Bills of Ladings, terminal operator reports and other data to ensure proper petroleum tax has been
      remitted to the state of Minnesota.
  • Utilizing computer and Microsoft Excel skills to review and analyze electronic data and spreadsheets
  • Researching, interpreting, and applying petroleum tax law to businesses to determine compliance
  • Exercising judgment and decision-making skills to solve problems in a changing field audit environment
  • Independently applying written guidelines, precedents, and standardized work practices to a variety of business scenarios
  • Educating taxpayers on petroleum tax laws specific to their industry and business to ensure future compliance

Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.

A secure and reliable Internet connection, sufficient to support business applications, is required when teleworking. Highspeed Internet (25Mbps) is recommended.

Day travel is common, but you may be required to travel overnight. Auditors are required to get to and from business locations within Minnesota and the surrounding areas.

 

Qualifications

 

Minimum Qualifications

Three (3) years of full-time professional experience in accounting, auditing, or finance
OR
Certification (satisfactory completion of probation) as a Revenue Tax Specialist, Intermediate.

A business-related degree as determined by the agency may substitute for experience as follows: an Associate Degree may
substitute for six (6) months of experience; Bachelor's Degree may substitute for one (1) year of experience; Master's Degree
may substitute for eighteen (18) months of experience; or a PhD may substitute for twenty-four (24) months of experience.

Applicants who meet the above experience requirements will be further evaluated during the interview based on the following:

  • Knowledge of accounting and auditing principles and practices
  • Technical tax knowledge, including court rulings, regulations and administrative policies and procedures
  • Customer service and interpersonal skills sufficient to interact and negotiate with taxpayers and/or their representatives
  • Leadership skills and the ability to plan, direct, and review the work of others
  • Knowledge of personal computer operation and software programs used by the department in its internal and external operations
  • Communication and presentation skills
  • Knowledge of electronic processing accounting systems
  • Knowledge of electronic filing/processing systems
  • Skills in reading comprehension
  • Skills in problem-solving
  • Skills in analysis

Must have reliable transportation or a valid class D driver's license.

Preferred Qualifications

  • Bachelor's in Accounting, Finance, Economics, Business & Administration, Business Management or Marketing or related degree as determined by the agency
  • Master's in Accounting, Finance, Taxation, Business Administration, or related degree as determined by the agency, or CPA
  • Experience working with multinational corporations
  • Excel and Word skills sufficient to perform the duties of the job
  • Extensive knowledge of the Minnesota petroleum tax law, related rules and regulations, related Revenue Notices, and administrative policies and procedures
  • Extensive knowledge of Minnesota motor fuel tax refund law, related rules and regulations, related Revenue Notices, and administrative policies and procedures.
  • Extensive knowledge of Minnesota jet fuel and aviation fuel law, related rules and regulations, related Revenue Notices and administrative policies and procedures.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements

Prior to an offer of employment, a background check will be conducted.  This will include, but is not limited to checking degrees and licensures, criminal history, and tax filing and payment history.  All individual income tax filing and payment obligations must be current prior to interviewing for this position.
