What you will do:

• Review, prepare, and submit applications and reports as required by local, state, and federal agencies to continued receipt of funds.
• Write and submit legislatively mandated reports.
• Coordinate and oversee multiple state and federal grant programs related to jail-based behavioral health treatment and specialty dockets.
• Inform the agency response to the opioid and other substances addiction crisis.
• Lead or serve on interagency workgroups addressing mental health, addiction, and substance use disorders.
• Assess and provide technical assistance, including in the development of programs, training, planning, and evaluation services to a variety of stakeholders. 
• Ensure DCJS and grantees are in compliance with federal, state, and other grant conditions. 
• Identify gaps in jail-based treatment programs and work to address. 
• Monitor and analyze state legislation regarding behavioral health and jail-based treatment services for the agency.
• Develop and maintain collaborative relationships with a variety of stakeholders.
• Identify and address training needs regarding behavioral health and the criminal justice system.

What the ideal candidate must possess:

• Documented policy and program coordination experience in the fields of reentry, addiction and substance use disorder, or mental health, for justice-involved individuals. 
• Documented professional experience in the criminal justice system.
• Demonstrated ability to develop and maintain policies and procedures to ensure program oversight. 
• Documented experience analyzing and interpreting legislation, laws, rules, regulations, policies, procedure, and/or guidelines of Commonwealth of Virginia government. 
• Demonstrated ability to collect and analyze data to make recommendations for program improvement. 
• Documented experience working collaboratively as part of committees, task forces, and other partnership teams. 
• Ability to think strategically and cross culturally, and independently implement new initiatives and projects.
• Ability to articulate, both orally and in written form, clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.     
• Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.
• Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.

Additional Considerations:

• Experience with administering or receiving grants, or comparable experience. 
• Experience with jail-based treatment programs. 
• Experience with specialty dockets.  
• Knowledge and experience with developing and providing trainings.  

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization.  The individual may also be responsible for submitting an annual Statement of Personal Economic Interest.  In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The anticipated starting salary range is $70,000 to $82,000 plus the state’s benefits package.
