Fiscal Account Technician

Hiring Range: $37,960-$47,465 depending upon qualifications. State salary rules may apply for promotions and transferees.

NATURE OF WORK
The Fiscal Accounts Technician position will be an intermediate level of work assisting the Finance Group with various functions necessary to prepare monthly and annual financial reports.

EXAMPLES OF WORK
The duties listed below are intended as illustrations of various types of work that may be performed. The omission of specific statements or duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Enter, post, record, and execute payments by capturing appropriate data from various approved source documents.
  • Research discrepancies in account balances by retrieving and examining original chronological records to design reports to correct miscalculations or posting errors.
  • Summarize numerical data using computer programs, adding machines or calculators for development, to update and implement financial records reports to be used by other fiscal staff.
  • Support in year-end close by providing accrued data by providing documentation to accrue an unpaid portion of contracts, verifying correct AY is charged on invoices received in July, and calculating the portion applicable to each AY for invoices crossing years.
  • Review the status of purchase orders and closing or rolling forward after consulting with the fiscal support staff for each subprogram.
  • Assist with month-end and year-end close-out;
  • Participates in the audit process of agency fiscal operations by providing auditors with explanations of accounting procedures, providing documentation of fiscal transactions, and assisting in the formulation and implementation of corrective action plans precipitated by audit exceptions;
  • Process outgoing payments accurately and timely in compliance with financial policies and procedures;
  • Perform day-to-day financial transactions, including verifying, classifying, and recording accounts payable data;
  • Verify and investigate discrepancies by reconciling vendor accounts and monthly vendor statements
  • Performs other related duties assigned by the Account Manager, the Controller, or Chief Financial Officer.
  • Performs other related duties including backing up the receptionist with answering the phone, monitoring the front door access, and receipt of packages.

KNOWLEDGE, SKILLS, ABILITIES AND KEY COMPETENCIES

  • Knowledge of generally accepted accounting principles, theory, procedures, and methods.
  • Knowledge of generally accepted auditing standards.
  • Knowledge of business administration and management practices
  • Knowledge of fiscal control reporting policies and procedures.
  • Knowledge of expense accounts and cost centers
  • Knowledge of compliance issues as it applies to accounts payable processes (W-9, sales tax, etc.)
  • Knowledge of commercial accounting systems as related to State or federal charges and reporting requirements.
  • Skill in designing, modifying, and implementing accounting methods and procedures to increase the reliability and efficiency of accounting operations.
  • Skill in identifying and correcting non-conforming entries made to internal and external accounting systems.
  • Skill in applying fiscal policies in the establishment of fiscal control measures.
  • Skill in preparing, analyzing, and interpreting financial reports and statements.
  • Skill in interpreting and applying State and federal laws, policies, regulations, and rules to agency accounting operations.
  • Skill in using computerized fiscal applications and software including spreadsheet software and database applications.
  • Skill in managing work time efficiently and effectively under deadlines.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with other accountants, agency fiscal staff, agency management personnel, information processing personnel, payroll personnel, representatives from fiscal control agencies, auditors, and federal officials.

GENERAL QUALIFICATIONS
Any combination of education and experience that would likely provide the knowledge, skills, and abilities is qualifying.  

  • Specific educational and experience requirements are set by this agency based on the essential job functions assigned to the position
  • Any combination of education and experience that would likely provide the knowledge, skills, abilities, and key competencies necessary to the management and operation of a major construction/renovation project is qualifying
  • Possession of a valid driver’s license

PREFERRED QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing fiscal-related duties with the following:

  • One year of experience using FMIS and R*STARS/ADPICS
  • One year of experience proficient in Microsoft Excel
  • One year of experience in data management software
  • One year of experience calculating, inputting, and reconciling numerical data for departmental reports

WORKING ENVIRONMENT AND PHYSICAL DEMANDS

Environment —Work may be performed in a standard office setting with frequent travel to worksite locations to perform project management. Employees may be required to be present indoors or outdoors in areas of extreme heat or cold. The noise level of the work environment is usually moderate but may be occasionally loud due to alarms, equipment noise, etc. Employees may be required to work extended hours including evenings and weekends.

Physical —Primary functions require sufficient physical ability and mobility to work in an office setting; to walk, stand, or sit for prolonged periods; to operate office equipment requiring repetitive hand movement and fine coordination including the use of computer keyboards; to operate a vehicle to travel to various locations; to operate and use specialized equipment; and to verbally communicate to exchange information. Work may also involve climbing ladders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
