- Participate in analytical studies requiring knowledge of the State’s accounting principles and practices.
- Assist in the development of statewide accounting policies.
- Assist departments solve accounting problems.
- Provide outreach, training, and consultation to departmental accounting offices.
- Assist with the administration of the statewide cost allocation plans and federal Cash Management Improvement Act (CMIA) programs.
- Develop and set sound fiscal and accounting policies and processes.
- Represent and negotiate on behalf of the state on various accounting issues.
- Advocate the state’s accounting interests in various venues, including national accounting conferences and forums.
- Provide a forum for the state’s accountants to exchange ideas and address common interests and concerns.
- Ensure the state’s accounting workforce is well-trained and skilled.
- Lead or participate in task forces in solving complex accounting problems.
One year of experience in the California state service performing duties comparable to those of an Assistant Administrative Analyst (Accounting Systems).
OR
Experience: Three years of increasingly responsible technical experience in governmental, commercial, OR public accounting performing any one or a combination of the following types of work:
1. Development and installation of varied accounting systems. OR
2. Preparation of comprehensive and complex financial statements and tax returns. OR
3. Directing or assisting in the direction of the accounting and budgetary work of a business concern or governmental agency. OR
4. Analytical and critical examination of financial records and books of accounts of business concerns or governmental agencies.
And Education: Either
1. Equivalent to graduation from college, with specialization in accounting. OR 2. Completion of either:
a. A prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, and cost accounting; and business law. or
b. The equivalent of 16 semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours of business law. Successful completion of the State Fund Accounting Course administered by the Department of Finance, shall receive credit for three semester hours toward the required accounting courses.

- Ability to gain and maintain cooperative working relationships at all levels.
- Ability to maintain regular, consistent, predictable attendance, and occasionally work beyond scheduled work hours.
- Ability to apply principles of policy formulation and statistical methods.
- Experience solving accounting problems.
- Very good analytical skills to interpret and clarify statewide fiscal policies and procedures.
- Very good verbal and written communication skills
- Ability to exercise good judgement, initiative, and creativity.
- Knowledge and experience using Microsoft Office
- Knowledge of governmental accounting principles and procedures, principles of finance, financial systems and financial organizations.
- Experience using FI$Cal to perform reconciliations and prepare annual financial reports.
- Ability to learn the state’s budget system (Hyperion) and perform basic budget functions.
- Ability to represent and negotiate on behalf of the state on various accounting issues.
