Human Resources Assistant

The Congressional Budget Office is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO’s Human Resources Office seeks an entry-level human resources (HR) assistant to work principally in benefits and records administration. The HR assistant will report to the Chief Human Resources Officer and work with a close-knit team of HR specialists. 

The HR assistant will maintain sensitive HR documents and employee records; assist with requests for leave by providing employees with information on leave policies and collecting required documentation; maintain personnel records; ensure the strict confidentiality and security of all personnel matters and records; respond to basic inquiries from employees regarding policies, procedures, and programs; assist HR in activities related to onboarding and offboarding employees; assist employees in processing requests or forms related to federal benefits (FEHB, FEDVIP, FSAFEDS, FEGLI, TSP, and FLTCIP); and assist HR in coordinating agency events, such as awards ceremonies, by maintaining and purchasing award inventories.

Qualifications

Candidates should have a bachelor’s degree (preferably in HR or business administration) and one to two years of relevant experience. The position requires a basic understanding of HR principles.

Candidates should have a strong work ethic and be detail-oriented; they should be able to handle multiple tasks at once, to finish projects under tight deadlines, and to work well as a part of a team. Strong communication and interpersonal skills and the ability to deal discreetly with confidential information are required. 

The position also requires the following:

 

  • Ability to research and interpret HR data and identify anomalies in the data; 
  • Ability to maintain paper and electronic recordkeeping systems;
  • Proficiency in Microsoft Word, Outlook, and Excel; and
  • The ability to obtain and maintain a Tier 2 security clearance.
