NOTICE: The City Of Sharonville has a vacancy in the classification of Firefighter/Paramedic. This is a full-time position. 
 
APPLICATION, EXAMINATION, AND EMPLOYMENT PROCEDURES ADMINISTRATION: All requirements included within this Notice Of Employment Opportunity will be administered and monitored by The Sharonville Civil Service Commission. Application and employment procedures will consist of the following:
 
EXAMINATION: The Sharonville Civil Service Commission has contracted with the National Testing Network (NTN) to administer and score a multi-phase examination procedure. Details concerning the NTN process will be explained later in this Notice Of Employment Opportunity.
 
APPLICATION FOR EMPLOYMENT: Applicants are required to timely and fully complete an application for employment. Details will be provided later in this Notice Of Employment Opportunity.
 
WAGES AND BENEFITS: Wages and benefits are very competitive. The pay rate for newly hired employees will be based on skills, education, job knowledge, and abilities. The current pay range is $23.44 per hour ($66,429 per year) to $34.56 per hour ($97,943 per year) (yearly pay is based on 2756 regular hours plus 52 overtime hours). Paid vacation time, paid sick leave, an excellent retirement system, and other generous benefits will be discussed during the interview process.
 
MINIMUM QUALIFICATIONS: Each applicant must (1) be at least 21 years of age as of the final date for submission of applications for employment (see next paragraph), and (2) have attained a high school diploma or equivalency (GED) and (3) possess a currently valid driver license.
 
DRIVER LICENSE AND INSURABILITY: This classification requires that applicants possess a currently valid driver license at the time of appointment and maintain a valid driver license during their term of employment. In addition, a driving record must be maintained that complies with the requirements of The City Of Sharonville insurance carrier.

NATIONAL TESTING NETWORK APPLICATION PROCEDURES:  No later than 11:59 PM on April 9, 2023, Applicants must complete an examination procedure administered and scored by the National Testing Network (NTN) by logging into the NTN public safety jobs at www.nationaltestingnetwork.com/publicsafetyjobs and click on “choose jobs” in the left column. By carefully following the website instructions, applicants will be able to participate in the three exam options described below.
 
NTN EXAM OPTION ONE – INDIVIDUAL ON-LINE: Applicants can schedule an individual on-line exam that will be monitored by NTN. 
 
NTN EXAM OPTION TWO – GROUP EXAM AT A DESIGNATED LOCATION: NTN has several exam locations throughout the United States. An NTN representative will monitor each exam.
 
NTN EXAM OPTION THREE – EXAM IN THE CITY OF SHARONVILLE: Two combination written/video examinations have been scheduled for April 11, 2023. The exam location will be the Sharonville Fire Department training room at 11637 Chester Road in Sharonville at 10:00 AM and 6:00 PM. Please plan for the examination procedure to take two hours and thirty minutes.
 
PASSING SCORE: Each candidate’s employment eligibility requires achieving a total passing score as determined by NTN. Applicants who achieve a total passing score will be placed on an eligible list ranked by final score. Final scores on the eligible list will include any extra credit as described in the following paragraph. Employment eligibility will be subject to Ohio Civil Service Law and/or The Rules And Regulations Of The Sharonville Civil Service Commission. If two or more applicants achieve identical written examination passing scores, applicants will be listed on the eligible list in order of the earliest date and time that their application for employment was received. In some situations, federal law requires military veterans or national guard members to be ranked highest when two or more applicants achieve identical passing scores.
 
EXTRA CREDIT: Extra credit will be added to the final passing score of the NTN examination procedure for ONE of the following: (1) military credit of 20% of the total passing score to candidates who submit with their application for employment a military service DD-214 form confirming an honorable discharge, OR (2) educational credit of 10% of the passing score for a bachelor’s degree or greater, OR (3) educational credit of 5% of the passing score for an associate degree. IMPORTANT: Copies of degree substantiation documents or DD-214 forms MUST BE SUBMITTED WITH THE APPLICATION FOR EMPLOYMENT or extra credit will not be applied.
 
POST-EXAM AND PRE-EMPLOYMENT PROCEDURES: Applicants listed on the eligible list as described in the Passing Score paragraph above may be subject to a background check, a physical fitness examination, and/or a drug/alcohol screen as well as an evaluation of the knowledge, abilities, and job-related skills of the applicant.
 
ACCOMMODATION: Any applicant who requires any special accommodation(s) for any phase of the application/examination procedure must attach to their application for employment a written request that clearly indicates a complete description of any requested accommodation and the specific reason(s) for any requested accommodation. If any requested accommodation is for any type of medical condition, a statement from a doctor or other medical practitioner that generally describes the medical condition or the reason for the requested accommodation MUST be attached to the application for employment. Such medical statement must be dated no more than one year prior to the submission date of the application for employment. QUALIFICATIONS
  1. Possession of a high school diploma or GED,
  2. Possession and maintenance of valid Ohio Firefighter I & II and Ohio EMT-B certifications,
  3. Possession and maintenance of valid Ohio EMT-P or the ability to acquire within assigned probationary period,
  4. Successful completion of National Incident Management System (NIMS) 100, 200, 700, 800 within 90 days from date of hire.
 
LICENSURE OR CERTIFICATION REQUIREMENTS
  1. Valid Driver’s license: must maintain insurability as set forth by the City’s motor vehicle liability insurance requirements,
  2. Must retain all certifications required of the position and the State of Ohio. An employee in this capacity is responsible for ensuring that all certifications are current and that all necessary continuing education requirements are met.
 
ESSENTIAL FUNCTIONS (for purposes of 42 USC 12101):
  1. While wearing personal protective ensembles and self-contained breathing apparatus (SCBA), performing fire-fighting tasks (e.g., hose line operations, extensive crawling, lifting and carrying heavy objects, ventilating roofs or walls using power or hand tools, forcible entry), rescue operations, and other emergency response actions under stressful conditions, including working in extremely hot or cold environments for prolonged time periods.
  2. Wearing an SCBA, which includes a demand valve type positive pressure facepiece or HEPA filter mask, which requires the ability to tolerate increased respiratory workloads.
  3. Exposure to toxic fumes, irritants, particulates, biological (i.e. infectious) and nonbiological hazards, and heated gases, despite the use of personal protective ensembles and SCBA.
  4. Climbing 8 or more flights of stairs while wearing a fire protective ensemble, including SCBA, weighing at least 50 lb. (22.6 kg) or more and carrying equipment/tools weighing an additional 20-40 lb. (9-18 kg).
  5. Wearing a fire protective ensemble, including SCBA, that is encapsulating and insulated, which will result in significant fluid loss that frequently progresses to clinical dehydration and can elevate core temperature levels exceeding 102.2°F (39°C).
  6. While wearing personal protective ensembles and SCBA, searching, finding, and rescue-dragging or carrying victims ranging from newborns to adults weighing over 200 lb. (90kg) to safety despite hazardous conditions and low visibility.
  7. While wearing personal protective ensembles and SCBA, advancing water filled hose lines up to 2 ½ in (65 mm) in diameter from fire apparatus to occupancy [approximately 150 ft (50 m)], which can involve negotiating multiple flights of stairs, ladders, and other obstacles.
  8. While wearing personal protective ensembles and SCBA, climbing ladders, operating from heights, walking, running, or crawling, in the dark, along narrow and uneven surfaces that might be wet or icy, and operating in proximity to electrical power lines or other hazards.
  9. Unpredictable emergency requirements for prolonged periods of extreme physical exertion without benefit of warm-up, scheduled res periods, meals, access to medication(s), or hydration.
  10. Operating fire apparatus or other vehicles in an emergency mode with emergency lights and sirens.
  11. Critical, time-sensitive, complex problem solving during physical exertion in stressful, hazardous environments, including hot, dark, tightly enclosed spaces, that is further aggravated by fatigue, flashing lights, sirens, and other distractions.
  12. Ability to communicate (give and comprehend verbal orders) while wearing personal protective ensembles and SCBA under conditions of high background noise, poor visibility, and drenching from hose lines and/or fixed protection systems (sprinklers).
  13. Functioning as an integral component of a team, where sudden incapacitation of a member can result in mission failure or in risk of injury or death to civilians or other team members.
  14. Working in shifts, including during nighttime, which can extend beyond 24 hours.
 
OTHER DUTIES AND RESPONSIBILITIES:
  1. Abide by the Standards of Conduct as defined by City Administration.
  2. Assists with proper maintenance of fire stations, apparatus, and equipment.
  3. As a member of a fire department or rescue crew responds to all fire alarms, accidents, or emergencies.
  4. Answers all emergency calls in a medic unit or fire apparatus and administers to victims appropriate emergency medical care consistent with training and approved medical protocols.
  5. Participates in a variety of in-service, general and specialized training courses and drills.
  6. Enforces fire prevention ordinances and regulations.
  7. Assists in the inspection of business establishments, churches, schools, residence and other buildings for fires and safety hazards.
  8. Assists in educating the public regarding fire and life safety measures.
  9. Inspects assigned district to assure thorough knowledge of all streets, alleys, and buildings.
  10. Prepares and maintains a variety of reports, logs, evaluations and schedules.
  11. Works under the supervision of an officer, and in accordance with Fire Department standards and rules.
  12. Prepares and submits reports and forms regarding fires, fire suppression, alarms, EMS details, inspections, supplies, equipment and other related matters. Writes violation notices and related follow up correspondences.
  13. Tests fire hydrants and records data.
  14. Performs related work as required.
 
MINIMUM ACCEPTABLE CHARACTERISTICS: 
 
  • Knowledge of: Principles and practices of firefighting, fire hydraulics, and the City’s water system, building construction, and the incident command system used by the City of Sharonville Fire Department; knowledge of and demonstrate the use of various apparatus and equipment used by the department; ability to effectively utilize this apparatus and equipment through training programs and on emergency scenes; contemporary EMS methods and practices; department policies, rules and regulations, orders, SOP’s, and other written standards.
 
  • Skill in: Anticipates problems and utilizes alterative solutions if necessary; analyzes problems and adopts quick, effective, and reasonable solutions; works together effectively and promotes harmony and cooperation with other City employees; uses major resources efficiently – staff, money, equipment, apparatus, technology, etc.; is open to constructive criticism; creates and atmosphere where difference perspectives, opinions, and positions are welcomed, encouraged, and fully explored; is responsible for staying current with new standards and procedures through training seminars, reading, and peer networking; helps resolve problems and complaints from internal and external sources with efficient, competent, and courteous service; improves performance and skills by being involved in a variety of tasks and projects.
 
  • Ability to: React quickly and calmly in emergencies; ascertain and react independently to a specific type of fire or related emergency, the particular protection system in a building, and any other circumstance; meet such specific experience, physical, and other requirements as may be established by competent authority; enter data or information into terminal, PC, or other keyboard device such as the RMS or MDC; clearly communicate verbally and through written documents with clear, accurate and organized thoughts using proper sentence construction, punctuation and grammar; obtain Engineer status within one year of hire date; physically pick up, carry, and transport heavy equipment or patients to necessary sites; establish order in unruly situations to assist in the treatment of an individual or suppression situation; perform manual labor for extended periods of time, often in adverse conditions; travel to and gain access to work site; direct and handle emergency and stressful situations; operate necessary equipment, including a motor vehicle; negotiate, use, or work with or in the vicinity of potentially hazardous geographical locations, building structures, equipment, and materials.
  • Physical Requirements: Normal sight (corrected or uncorrected); hearing shall be in compliance with the NFPA 1582 standard, sections 6.5 and 9.12.4 as applicable to minimum hearing standards and abnormal hearing classifications; abnormal hearing that impairs a member’s ability to hear and understand the spoken voice under conditions of high background noise, or hear, recognize, and directionally locate cries or audible alarms is recognized to impair the member’s ability to perform essential job tasks 2, 6, 8, 10, 12, and 13; physical mobility within the office environment as well as fire, rescue, and emergency medical situations and incidences; frequently confined to a sitting position or very strenuous activity; ability to get into and out of vehicles quickly and repeatedly; medium to heavy lifting range; report clearly, legibly, verbally, and professionally; meet physical demands of the job, which are in the medium range; the Firefighter/Paramedic encounters with regularity situations requiring varied and unpredictable physical movement; must be able to walk and run over uneven ground, and be able to lift, carry, and pull materials of varying types and weights, which are entrapping victims; speak clearly and audibly to others with whom he/she is working; must be able to understand, interpret, and apply principles of suppression and emergency procedure in a variety of situations; comprehend, remember, and apply concepts involved, and must have a high degree of skill in interpersonal relations since Fire Department personnel have a great deal of public contact; interact cooperatively within the Fire Department; operate in a paramilitary organization and must be able to accept and obey authority; must be psychologically stable because Fire Department personnel are frequently required to perform in emergency, sometimes volatile, situations involving persons who are distraught, hostile, or violent.
