Senior Financial Analyst

Manage, administer and support Dairyland’s budget and financial forecast functions including analyses and presentations involving Executive Management.  Update and enhance the business processes for the annual budget, capital prioritization, long-term financial forecasts (including development of retail rate and cost benchmarking information) and transmission tariff support. Participate as a member of business case teams and provide economic analyses in support of conclusions and recommendations to Executive Management.   
ESSENTIAL JOB FUNCTIONS:
1.    Manage and administer Dairyland’s comprehensive budget system taking into consideration Dairyland’s cost/performance management system concepts, best in class objectives, industry budgeting standards, and other special requirements.  Train and assist cost center managers and others in budget preparation. Develop budgetary and financial information for periodic Budget Committee meetings and Executive Management updates.  This effort includes participation in preparing on-going reviews and probabilistic re-forecasts of year-end results.  Maintain and assist with budget software upgrades, creating new reports for end users, and training new users on the software. This function requires knowledge and understanding of general utility operations and economics.
2.    Manage and maintain Dairyland’s long-term financial forecasting model including preparing annual data updates, assisting in presenting results to Financial Committee, DMA, & Board of Directors, and supporting credit rating agency presentations, RUS loan requests, and other financing resources with financial forecast information.
3.    Update and monitor Dairyland’s financial information before it is published in the Monthly Operating Report. This would include writing commentary on significant deviations for budget expectations, calculating the monthly Power Cost Adjustment and presenting any mid-year budget reforecasts to the Director of Budgets, Rates and Financial Forecasting as well as to the Vice President and CFO. 
4.    Participate in the annual capital project prioritization and deliberations as a member of the Project Review Committee (PRC).  Enhance the Capital Prioritization Process by providing financial analyses using the budget and the project tracking systems. 
5.    Annually prepare the detailed schedules for the FERC forward-looking transmission tariff, which allows DPC to collect its transmission revenue in the same period as the transmission expense, improving our cash flow using various financial, operating, and capital expenditures and estimated in-service dates for transmission capital projects from the Budget and Financial Forecast to allocate costs specific to transmission related expenses.
6.    Support the updating and maintenance of Dairyland’s Class A Distribution Cooperative Wholesale Power Cost Allocation System for wholesale rate development.  In addition, provide economic analysis support for other special rate studies and wholesale cost analyses.
7.    As a participating member of various business case teams, provide economic analysis and risk quantification in the development of Dairyland business cases.  Develop economic and financial analyses in order to support business case conclusions and recommendations to Senior Management.  Develop templates, tools and training for use in business case requests and preparation.
8.    Develop and maintain Dairyland’s retail rate and wholesale cost benchmarking effort using competitor peer data and Dairyland’s cost budgets and long-term financial forecasts.  This activity would require research of publicly available data (i.e. FERC databases, IRP filings, rate case filings, competitor websites, etc.) while maintaining a current knowledge of utility industry trends, competitor strategies and emerging future drivers to be compiled into a reusable financial database.
9.    Develop financial analyses and economic studies as a participant on Dairyland’s internal Ad Hoc and strategic business case teams.  These teams could be directed to work on confidential, strategic or sensitive matters. 
10.    Most job duties and responsibilities will require some interactions with Dairyland’s Executive Management, Dairyland Board of Directors and the Dairyland Managers’ Association (DMA).
11.    Work with consultants on designated projects.
12.    Perform other duties and/or special projects as assigned.

MINIMUM QUALIFICATIONS:
Education and Experience: Prefer Bachelor of Science Degree in a business-related (finance) discipline, with three (3) years’ experience in progressively more responsible positions in a finance or economic function with at least one year of direct utility budgeting and economic analysis experience.
                    OR
Will consider Associate Degree in a business-related discipline, with six (6) years’ experience in progressively more-responsible positions in a finance or economic function with at least one year of direct utility budgeting and economic analysis experience.
 NOTE: A degree in the disciplines of finance strongly preferred 
Skills: Working knowledge of budgeting, financial and economic principles and general utility industry operations.  Excellent oral, written and group presentation communication skills are required. Above average listening skills.  Ability to perform detailed and very visible work with a high degree of accuracy.  Must be well versed in Microsoft Excel and with some analytical abilities using statistics and risk Excel add-in tools (i.e. @Risk, Crystal Ball) with a working knowledge of Microsoft PowerPoint.
Licenses and Certifications: Valid Driver’s License 
Physical Demands: Works in a climate-controlled office environment with minimal physical exertion.  Uses fingering and near vision for paperwork, computer entry, word processing, calculators, and other office machines.  Employee is normally seated.  Occasionally may stand, walk, bend, reach or twist upper body.  Must be able to lift and carry up to 30 pounds.
