Proposal Writer - Water Security, Sanitations, and Hygiene

Summary:
ME&A is seeking a Lead Proposal Writer to aid in proposal development for an upcoming Water Security, Sanitation, and Hygiene sector proposal. This is a short-term consultancy position reporting directly to the Chief Development Officer. The ideal candidate will have expertise of key issues within water sector and be familiar with the USG Global Water Strategy, and USAID's Water and Development Plan.

Responsibilities:
Consultant will be primarily responsible for leading the writing of a strategic, compelling, and responsive technical proposal. This includes leading technical outlining, storyboarding, desk research, and design meetings; holding one-on-one discussions with internal and consultant technical contributors; and attending proposal check-in meetings (time permitting), relevant meetings with potential partners, and other discussions. Time permitting, the Consultant will also provide revisions to the management and past performance sections and may participate in staffing/org chart design and cost proposal discussions related to the technical design to ensure alignment.

Qualifications:
  • Bachelor's degree (Master's degree preferred) in international development; water, sanitation, and hygiene (WASH); environmental science; natural resources management; communications; journalism; or a related field.
  • At least 7 years of related experience in proposal writing and management, preferably with USAID.
  • Strong experience in WASH is preferred.
  • Knowledge of USAID solicitations and technical requirements.
  • Excellent technical writing, editing, communication, and interpersonal skills.
  • Ability to analyze and synthesize knowledge (inputs) into high quality proposal outputs.
  • Ability to successful collaborate with others and work in teams, especially under pressure.
  • Experience with data driven, evidence-based decision making, including statistical analysis and other data related activities is preferred.
