Financial Technician

Duties

This position will:
  • ensure all funds collected in the District (through the mail room, over the front counter, recreation collections or any other funds that are collected on district) are properly accounted for in the Collections and Billing System (CBS), and are properly deposited into the United States Treasury through bank deposits.
  • count out cashiers daily, ensuring all funds collected properly balance in accordance with all procedures and regulations.
  • pull and work all required accounting reports monthly ensuring they are properly worked/annotated, signed off on by management and ensure proper disposition of reports to the state office and the National Operations Center (NOC) when required or requested.
  • perform additional duties including Agency Organization Program Coordinator (A/OPC)
  • be assigned FBMS rolls which may include district FBMS upper user---which would assist CORs with Procurement Requests (PRs) and
  • ensure all invoices are worked timely to ensure all contractors/vendors are paid promptly so that the government would not accrue any interest charges for delays in paying invoices in accordance with the Prompt Payment Act.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying.

Specialized Experience: Applicant must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Evaluate numerical data from various documents and systems, in order to make recommendations to resolve discrepancies; (2) Input procurement requests into an automated financial and/or business management system; (3) Ensure collected money and checks are properly balanced and/or deposited; and (4) Communicate effectively with customers in tactful and professional manner.

There is no education requirement or substitution of education for experience, for this position.

Additional information

Physical Demands: The work is mostly sedentary with minimal physical demands. There is some walking, standing, bending and regular carrying of light items such as papers, books, files, and computer printouts. The nature of the work requires the incumbent to sit for long periods of time at a computer terminal, and involves long periods of intense concentration. Incumbent must cope with fixed and variable deadlines, pressures of heavy work volumes and both internal and external customer demands. High stress is common.

Working Conditions: Work is performed in an office environment which is properly heated, ventilated and lighted.

Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Due to COVID-19, the Bureau of Land Management is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement in accordance with the Department's reentry procedures provided by your Servicing Human Resources Office. At that time, you may be eligible to request to continue to telework one or more days per pay period depending upon the terms of the Department of the Interior's telework policy.
