Health Program Specialist - COVID-19 Contract and Subgrant Oversight

We are seeking a full-time limited service Health Program Specialist to serve as the COVID-19 vaccine contract and subgrant monitor with the Idaho Immunization Program in the Bureau of Communicable Disease Prevention. While the pace is fast, interpersonal relationships and effective communication are an integral part of the successful and positive work environment the Immunization Program has created. In this role, you’ll have critical impact on Idaho’s ongoing COVID-19 vaccination efforts through work with our funded partners. Attention to detail and providing an excellent customer experience is a must.

General Information:
  • Serve as monitor for all COVID-19 immunization contracts and subgrants awarded through the Idaho Immunization Program.
  • Provide oversight, technical support, and assistance to Idaho’s COVID-19 vaccine funding awardees including public health districts, Idaho Tribes, Federally Qualified Health Centers, and private providers in Idaho.

Successful candidates must be able to work autonomously and within teams while gaining extensive knowledge of immunization program policies and procedures, including but not limited to federal funding regulations and guidelines, state funding guidelines, and audit requirements. Candidates must also display reliability, excellent communication skills, attention to detail, a high level of professionalism, and an exceptional ability to successfully coordinate and complete multiple tasks. This position will require some in-state travel; in-state telework may be an option.

Our generous benefits package increases the total compensation of a full-time (benefits eligible) Health Program Specialist making $29.75/hour to an estimated $42.16/hour.

This is a limited service position. Length of limited service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

Example of Duties

  • Monitor activities, scopes of work, and fund balances for all COVID-19 vaccine subgrants and contracts.
  • Ensure awardees’ compliance with Federal and State regulations and guidelines.
  • Conduct contract and subgrant education and training for awardees that receive COVID-19 vaccine funds.
  • Communicate with DHW colleagues as appropriate about subgrantees and contractors to ensure programmatic compliance.
  • Ensure organizations’ compliance with federal and state guidelines, as appropriate.
  • Submit various reports to state and federal agencies, as needed.

  • Some knowledge of public health practices; survey methodology and statistical procedures used to collect, analyze, and interpret data. 
  • Experience managing projects.

  1. Some knowledge of the federal COVID-19 Vaccination Program. Gained by at least one year of related professional experience.
  2. Some knowledge of immunization best practices. Gained by at least one year of related professional experience or completion of at least one related, upper-level college course.
  3. Clinical experience in a healthcare setting or pharmacy which delivers vaccines. Gained by at least one year of professional experience in a healthcare setting or pharmacy which delivers vaccines.
  4. Some knowledge of contract monitoring. Gained by at least one year of professional experience working with contracts or grants.
