Role description


Under general supervision, prepares and paints surfaces of cars, trucks and specialized equipment such as buses, light rail vehicles, fire apparatus and cable cars using spray guns, brushes and rollers.

Essential duties include:
  1. Prepares and paints surfaces and related parts of specialized equipment as buses, rail vehicles, cable cars, trucks, automobiles, fire apparatus with various electric and air tools and chemical strippers in order to remove/change the existing finish. This includes coloring, sanding and polishing to remove graffiti from equipment. Straightens, replaces and repairs bumpers, fenders, panels and other exterior parts of motor vehicle equipment.
  2. Fabricates and installs signs, vinyl lettering, stencils and decals to equipment and/or facilities.
  3. Paints surfaces of equipment with automotive paints, primers, sealers, varnish and various coatings using various types of spray guns, brushes, spray cans, and/or rollers, prepares mixes for matching paints. Restores body surface utilizing plastic body filler.
  4. Reports daily activities to supervisor by completing materials log including volatile organic compound (VOC) tracking report and other work logs in order to maintain accurate records. 
  5. Moves heavy equipment and supplies such as 5 gallon containers, thinner drums, furniture, vehicles parts, scaffolding and ground ladders in order to perform the required assignment.
  6. Climbs on specialized vehicles (LRVs and fire apparatus) to height of 12 feet or more above ground utilizing ladders and staging and wearing safety harness in order to perform the assignment.
  7. Wears Personal Protective Equipment such as respirator, fresh air breathing machine, and battery powered (mobile) breathing machine in the performance of assignments as prescribed by safety and operational procedures.
  8. May include additional duties as assigned.


How to qualify

  1. Completion of a recognized four (4) year painting apprenticeship program 
  2. Two (2) years of full-time verifiable journey-level work experience as a Car and Auto Painter within the last 6 years performing duties equivalent to that of a 7309 Car and Auto Painter with the City of County of San Francisco (which must have included preparing and painting surfaces of cars or buses using spray guns, rollers and brushes; fabricating and installing signs, decals and applying insignias to equipment; preparing, refinishing and painting furniture; moving heavy equipment such as scaffolding, thinner drums, and furniture.) 
  3. Possession of a valid class C driver license at the time of appointment

Substitution:
A combination of six (6) years of verifiable training/experience as a Car and Auto Painter, of which two (2) years within the last six (6) years is journey-level experience equivalent to that of a 7309 Car and Auto Painter with the City and County of San Francisco, may substitute for the required education and experience; OR

Completion of the CA Division of Apprenticeship Standards recognized Car and Auto Painter apprenticeship program with the City and County of San Francisco as evidenced by issuance of a Certificate of Completion of the City’s apprenticeship program under the appropriate authority may substitute for the six (6) years combined work experience.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Notes:
  1. Appointees must meet medical standards for this position which include being able to pass the respirator fit test.
  2. Some positions may require possession of a valid DMV Medical Examiner’s Certificate as a condition of assignment to such position(s). Some positions may require obtaining and maintaining a Commercial Class B driver license with appropriate endorsements as required by the DMV within six (6) months of notification

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight - Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Multiple Choice Examination (Weight - 100%): Candidates who meet the minimum qualifications will be invited to a written multiple-choice examination that is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not limited to: knowledge of the methods and techniques of car and auto painting; knowledge of painting materials; knowledge of safety procedures; ability to use tools, equipment, and materials; oral communication ability; written communication ability; and human relations ability.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Eligible List/Score Report: A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 24 months.

What else should I know?

Medical Examination:  Candidates who are being considered for appointment for positions may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

Drug Testing:  Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by (Local 1414), are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six-months after the date of the positive test.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to provide a complete employment history for the past ten (10) years and an explanation of all gaps in employment during that period. The past ten (10) years of the candidate's employment will be verified. In addition, candidates will be required to undergo a criminal history check, including FBI fingerprints, in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance: This position may require that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Background Investigation: Positions with the San Francisco Airport Commission that require security clearance prior to employment may be required to have a thorough background investigation to determine the candidate’s suitability for employment. The investigation includes a search into records held by the criminal justice system, credit reporting agencies, the Department of Motor Vehicles, as well as contact with references, employers, and others who have knowledge of the candidate. Reasons for rejection based on this investigation may include, but not be limited to: applicable convictions, repeated or serious violations of the law, use of controlled substances and alcohol, inability to work well with co-workers, inability to accept supervision, inability to follow rules and regulations, falsification of application materials, and/or other relevant factors. Candidates may be required to undergo drug/alcohol screening and must clear Department of Justice and Federal Bureau of Investigation fingerprinting.
