The Department of Building Construction and Inspections is responsible for protecting the health, safety and welfare of the general public by assuring that all buildings and related equipment are constructed, installed and maintained in compliance with the Virginia Uniform Statewide Building Code (USBC). This mission is fulfilled through the delivery of permitting, plan review and inspection services by administrative staff, and State certified engineers and inspectors. The USBC regulates the design and construction of buildings and structures through adoption of the International Building Code, International Residential Code and incorporated referenced codes and standards published and adopted by the International Code Council (ICC), NFPA, ASME, ASTM, etc.

General Statement of Duties
Closing Date:  This position closes on Tuesday, February 21, 2023.

Performs professional mechanical engineering duties in the office and in the field; does related work as required. 

Essential Duties
Reviews permit applications and construction documents for the construction, alteration, repair and change of use of public and private buildings and structures within Henrico County for fire protection features; general building design; and fire and life safety systems provisions of the Virginia Construction Code and applicable referenced standards. Examples of the review responsibilities of the position include, but are not limited to, the assessment of building heights and areas; construction materials; occupancy classifications; means of egress; accessibility; fire suppression, fire alarm and smoke control systems; wall, ceiling, and floor interior finish ratings; fire-resistance rated walls, barriers, partitions, floors, roofs, ceilings; penetrations and opening protectives, etc. 
 
Additional duties may require performing inspections, including the more complex construction projects, and making site visits to ensure assigned projects are completed within approved specifications. Assignments afford opportunities for independent judgment in planning work and making technical determinations. 

  • Recognizes and troubleshoots problems; identifies, selects, and implements appropriate solutions. 
  • May consult with higher level engineers and supervisor for unusual issues. 
  • May train and/or supervise construction inspectors. 
  • Serves as the subject matter expert providing policy interpretation and technical assistance on project issues for County agencies, the County Board, residents, developers, contractors, and other stakeholders involved in the projects. 
  • Requires the ability to monitor and inspect complex projects of varying size, scope and impact and work with diverse array of internal and external stakeholders to resolve issues and complete projects according to specifications and within approved budgets. 
  • Advises architects, engineers, contractors, and inspectors of revisions in plans, alterations or repairs essential for compliance with applicable codes and standards. 
  • Performs related assigned duties as required. Requires competent proficiency with software applications (e.g., Microsoft Office, Word, Excel, PowerPoint, etc.) and the ability to learn and use the department’s permitting, inspection, and document management software applications.

Minimum Qualifications
Possession of a degree in mechanical or civil engineering and one (1) year of professional mechanical engineering experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information
Certifications are required as a Commercial Building Plans Examiner, Commercial Building Inspector, Fire Protection Plans Examiner and Fire Protection Inspector in accordance with the Virginia Certification Standards administered by the Virginia Department of Housing and Community Development.
