INFORMATION TECHNOLOGY MANAGER I

The Department of Criminal Justice Services is a dynamic agency that supports all aspects of the criminal justice system in Virginia. We are seeking an experienced, enthusiastic, goal-oriented, and proactive individual to serve as our Chief Technology Officer in Richmond, Virginia. This position manages the daily operations of the Computer Services Section. The Chief Technology Officer is responsible for the information technology needs of the agency, including the agency computer network, managing technology projects that support agency programs and services, data security, and procurement of IT hardware and software. The position also provides technical and planning support required to keep the agency current in the use of information technology to support business applications. The Information Technology Section is responsible for more than 30 agency technology applications used by internal and external criminal justice constituents. The candidate for this position must have:
·       Extensive knowledge and experience in management of technology systems and processes.
·       Strong ability to lead and manage IT staff assigned to the agency for purposes of maintaining, developing, and enhancing agency information technology business applications.
·       Project management knowledge and experience with formal project management methodologies.
·       Knowledge of working with multiple databases to include Microsoft SQL Server, My SQL Server, and MS Access.
·       Knowledge of computer networks, network administration and network installation.
·       Understanding and Technical competence with IT security and relevant standards.
·       Strategic planning experience through collaborations with Senior Management.
·       Experience in serving as a member of the executive staff ensuring IT principles and processes are communicated and security standards are enforced.
·       Experience in working with vendors and developing strong vendor relationships.
·       Strong, effective oral and written communications skills.
·       Demonstrated experience managing IT staff.
 
What the preferred candidate would possess:
·      A post-secondary degree in Computer Science, Information Systems, or an equivalent combination of education, training, and experience.
·      Experience working in the state government and with VITA.
·      Demonstrated experience with VITA governance practices.
 
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. The anticipated starting salary range is $100,000 up to $122,000 plus state benefits.
