This position will be in direct support of the Inflation Reduction Act of 2022. This Act increases healthcare spending by nearly $100 billion, mainly by extending the American Rescue Plan's temporarily-expanded Affordable Care Act (ACA) premium tax credits for an additional three years, through 2025. The bill will also allow Medicare to negotiate prescription drug prices, implement improvements to Medicare Part D including a benefit redesign and new manufacturer discount program, impose inflation rebates for Part B and Part D drugs, and other miscellaneous changes in Part B and Part D to improve the affordability of prescription drugs.

About the role:

As a Health Policy Analyst (Health Insurance Specialist on USAJOBS), you will perform program policy work related to national health insurance programs such as Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and Marketplace Exchange/private health insurance.

Salary:

$49,028 - $92,429 per year. This is the base pay. Final pay will be determined by experience and location.

What you'll do:

  • Interpret statute and develop Federal regulations, policy statements, and other program guidance.
  • Conduct analysis of policy issues and topics, research background information, the origin of laws, and the intended impact in order to make effective policy recommendations.
  • Develop, evaluate, refine and review regulations, rulings, manuals, program guidelines, program memoranda, policy letters, and/or instructions to effectively communicate and disseminate program policies related to CMS? lines of business.
  • Work with States, other key stakeholders, and CMS staff to identify and address evolving program issues or to provide guidance on programmatic matters.
  • Provide policy guidance to stakeholders, on CMS requirements. Review and evaluate proposed, modified, or new legislation and regulations to assess the impact on CMS programs.

Experience we're looking for:

GS-9: (1) Assisting with the review of proposed, modified, or new legislation to assess the impact on national health insurance programs; (2) Preparing position papers or briefing materials used by others on national health insurance program policy related activities; and (3) Working with stakeholders on national health insurance program issues of a routine or procedural nature.

GS-11: (1) Assisting with the analysis of national health insurance program policy in order to make recommendations; (2) Reviewing regulations, manuals, program guidelines, program memoranda, policy letters, and/or instructions to communicate health insurance program policies; and (3) Working with stakeholders to resolve problems pertaining to program policies.

GS-12: (1) Researching national health insurance program policy issues in order to propose policy modifications; (2) Developing regulations, manuals, program guidelines, program memoranda, policy letters, and/or instructions to communicate health insurance program policies; AND (3) Presenting recommendations to stakeholders based on analysis of health insurance programs.
