PROGRAM ADMININSTRATION SPECIALIST II

The Department of Criminal Justice Services (DCJS) is seeking a collaborative and innovative team player to serve as a full-time Compliance Coordinator. This position will work primarily with the local community-based probation and pretrial services grant programs and develop and implement a compliance model. This model will include a framework, oversight activities, and training regarding compliance. What you will do:
 
We are seeking an individual with experience and knowledge regarding compliance in administering or receiving grants, quality assurance processes and procedures, and the fields of criminal justice or human services. This position will develop a standardized compliance monitoring review process, including forms, timelines, expected outcomes, and follow up measures to effectively monitor individual agency compliance. If selected for this role, you will also assist with the development of state-wide and individual agency outcomes and performance measures, setting goals and objectives based on the evaluation of local data, and establishing a corrective action process for noncompliance.
 
Additional responsibilities include:
 
·       Develop and facilitate a training program for local agencies prior to the implementation of a formalized compliance review process.
·       Facilitate the revision or development and distribution of grant guidelines, policies and procedures, standards, and instructions with the input of the program coordinators and/or legislative action. 
·       Monitor and evaluate local agency policies and practices and their impact on compliance and public safety.
·       Assist in the development of a new case management system from a compliance perspective and determine necessary data to collect by DCJS and the local agencies.
·       Participate on the DCJS Funding Formula Advisory Committee to implement a funding formula with local community-based probation and pretrial services agencies.
·       Provide internal and external support to ensure program functions align with established procedures and the Code of Virginia.
·       Identify discrepancies and communicate appropriate corrective action to agencies.
·       Develop internal process to assess consistency within and between agencies, where possible.
·       Provide technical assistance to local agencies regarding quality assurance processes.
 
 
The ideal candidate for this position must possess:
 
·    Demonstrated knowledge of quality assurance processes and procedures.
·    Demonstrated experience ensuring compliance with grant programmatic and fiscal requirements, or comparable experience.
·    Demonstrated experience with grant funded programs and activities, such as grant review, grant monitoring, reporting activities, or comparable experience.  
·    Demonstrated ability to interpret, evaluate, and analyze policies and procedures.
·    Demonstrated ability to provide sound technical and programmatic assistance to agencies.
·    Demonstrated ability to convene and lead workgroups or committees.
·    Documented experience working both as an active, contributing team member, as well as an independent and self-motivated employee.
·    Proven ability to write professional narrative reports, policies, correspondence, and other resource materials.
·    Excellent and effective oral and written communication skills.
·    Strong work ethic and exceptional customer service skills.
·    Attention to detail, organized, and ability to manage multiple tasks and deadlines.
·    Ability to exercise discretion and maintain confidentiality.
 
The preferred qualifications are:
·    Professional experience in the field of criminal justice and/or human services.
·    A post-secondary bachelor’s or master’s degree in areas related to criminal justice, human services, public administration, social work, psychology, or related field.
·    Experience managing grants, being a grant recipient, and/or writing grants.
·    Experience developing and facilitating training.
 
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $65,000 - $72,000, plus the state’s benefits package.
