Health and Human Services Agency
The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health, and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.
 
ABOUT THE POSITION
 
The California Children’s Services (CCS) Medical Therapy Unit is seeking an extra help physical therapist or physical therapist assistant to join our team of Physical and Occupational Therapists at our outpatient pediatric rehabilitation facility. Under general direction, the Physical Therapist position is to provide assessment, case management and physical therapy services to physically disabled children, and to do related work as required. The Licensed Physical Therapy Assistant position is to provide physical therapy services to physically disabled children under the direction of the licensed physical therapist. Positions are assigned to the California Children Services (CCS) Medical Therapy Unit under the Specialty Health Services Division of the Public Health Branch of the HHSA. 

Extra help positions are hourly employees that may work up to 900 hours in a fiscal year (July 1-June 30). Benefits are not included.
 
Licensed Physical Therapist Assistant: Under the supervision of a Licensed Physical Therapist, and upon physician referral, employees in this class provide a high level of physical therapy procedures, treatment, and related work to children with physically handicapping conditions in compliance with California Children Services Program regulations; and perform related work as required.
 
Physical Therapist I/II: Under general direction, this position is to provide assessment, case management and physical therapy services to physically disabled children, and to do related work as required. Positions are assigned to the California children Services Program’s Medical Therapy Unity under the Children’s Health Services Branch of the Public Health Department.

Effective September 30, 2021, employees in this position at this worksite are required to be COVID-19 vaccinated in accordance with the California Department of Public Health (CDPH) Order issued on August 5, 2021, unless they have a qualifying medical or religious exemption, which will then require the employee to submit to COVID-19 testing on a weekly basis in lieu of vaccination. 

DISTINGUISHING CHARACTERISTICS
 
Licensed Physical Therapist Assistant: Positions in this class are distinguished from the class of Physical Therapist in that the Licensed Physical Therapist Assistant works under the technical supervision of a Physical Therapist, and under the administrative supervision of a supervising therapist (either an Occupational Therapist, or a Physical Therapist).
 
Physical Therapist I: The Physical Therapist I classification represents entry-level positions in the Physical Therapist I/II class series. Incumbents may be considered for promotion to Physical Therapist II after one year of pediatric experience.
 
Physical Therapist IIThe Physical Therapist II classification represents journey-level positions in the Physical Therapist I/II class series. 

EXAMPLES OF ESSENTIAL DUTIES
 
Licensed Physical Therapist Assistant
 
Performs delegated treatment procedures such as therapeutic exercise to maintain and restore strength, endurance, coordination, and range of motion, gait training, and functional training for transferring and wheelchair activities; and treatment procedures involving the use of therapeutic equipment and assistive or supportive devices. Encourages and motivates patients to participate in treatment program by discussing with them/caregiver their treatment goals and objectives. Demonstrates, trains, and directs patients in the use and care of wheelchairs, braces, canes, crutches, and other special equipment. Observes reactions and responses of patients to physical treatment therapy treatment and reports observations to registered Physical Therapist. Observes and assists with tests under the guidance of a registered Physical Therapist, to determine patient's functional level in performing activities of daily living. Writes progress notes in patient's physical therapy records noting reactions and responses to the therapy treatment. Maintains accurate records of therapy treatments performed. Instructs members of other health disciplines in standard methods of performing such tasks as transfers, ambulation, and positioning of patients. Reports and reviews observations and discusses patient's progress and treatment with members of other health disciplines.

Physical Therapist I/II
 
Provides physical therapy services for physically disabled children; institutes therapy as prescribed by physicians; confers with physicians or other physical therapists to determine the type of treatment required in each case; evaluates therapeutic techniques that include but are not limited to gait training, transfer training, therapeutic exercise, community skills, caregiver training, home program instruction, consultation and modalities as indicated; conducts equipment assessment with a physical or occupational therapist; participates in a comprehensive team approach to client services; completes medical records which include evaluation reports, equipment assessments, progress summaries, and clinical notes; process needed information for authorization purposes. 
 
Additionally, for Physical Therapist II
 
Plans physical therapy services for physically disabled children; administers treatments as prescribed by physicians; assesses the client’s gross motor functioning and implements treatments; provides equipment assessment/reports for authorization; consultation with the families and schools; coordinates with occupational therapists and other community team members to promote a comprehensive team approach; participates in medical therapy conferences; arranges training programs for therapy students or new therapists assigned to the unit for orientation and training; assists in arranging clinics; interprets the therapy program and policies to parents, relatives and the visiting public.  

TYPICAL QUALIFICATIONS
 Any combination of education and experience sufficient to directly demonstrate the following:

Licensed Physical Therapist Assistant
 
Knowledge of: Principles and methods of Physical Therapy; Skill in administering physical therapy exercises; Neuromuscular function and dysfunction; Kinesiology, Neurology, and treatment modalities; Operation of therapeutic machines; use, and care of orthopedic appliances and special equipment; Physical and psychological problems of physically handicapped children and their families; Record keeping practices and procedures.
 
Ability to: Function according to the Professional Code of Ethics and Standards of Practice of the profession; Attend scheduled appointments and meet obligations; Handle multiple work demands and variable schedules and caseloads in a reasonable amount of time; Adjust and modify priorities and own behavior to the situation and work effectively with a variety of people; Actively participate in quality improvement activities; Accurately assess own strengths and weaknesses and assists in developing action plan to improve self; Proactively seeks out new knowledge and actively pursues learning using a variety of methods and update clinical skills and competence; Actively contributes information in meetings, conferences, and informal interactions, and participates in faculty committees and programs as directed; Accept change as beneficial to the organization, department and patients.

These employment standards are typically attained with current California Licensure as a Physical Therapist Assistant.
 
Physical Therapist I/II
 
Knowledge of:  Evaluation and treatment directed toward increasing range of motion, increasing strength, assessing tone, therapeutic exercise, facilitating gross motor development, gait assessment and training, transfer training, wheelchair mobility; setting functional goals, skeletal anatomy, kinesiology, and pathophysiology related to physical therapy and the objectives of physical therapy treatment.
                     
Ability to: Explain and interpret assessment criteria/results, goals/objectives and treatments to clients and parents; choose the appropriate therapeutic technique; use tact and understanding in dealing with patients and families; interact with other professional staff involved with the client; prepare accurate and concise case records; understand and complete oral and written directions; organize and track case management of the clients; teach the client, caregivers, families and appropriate school personnel to ensure effective follow through.
 
These standards are typically attained with graduation from an accredited physical therapy program and the desire to work with the pediatric population.  
 
Additionally, for Physical Therapist II
 
These standards are typically attained with one year of experience equivalent to a Physical Therapist I, including pediatric experience. 

SPECIAL REQUIREMENTS
 
Licensed Physical Therapist Assistant
 
  • Possession of current California Licensure as a Physical Therapist Assistant (which includes current CPR certification)
  • Possession of an appropriate California driver license
 
Physical Therapist I/II
 
  • Possession of a current physical therapy license in the state of California (which includes current CPR certification)

IDEAL CANDIDATE
 
The ideal candidate working in the California Children Services Medical Therapy Unit will have the experience and/or desire to work with disabled children from 0-21 years of age and their families; work well in a team approach to therapy; the ability to be organized and able to prioritize tasks to be completed; be able to communicate with other professionals; have the patience and perseverance to work with and motivate children.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

While performing the duties of this job, the employee is regularly required to walk; stand; communicate person to person and on the telephone (verbal/auditory); visually read and complete forms/medical reports; visually/cognitively assess client treatment and safety (close vision, distant vision, depth perception, peripheral vision and the ability to adjust and focus); upper extremity fine motor and gross motor coordination to manipulate small objects, access computer equipment, operate tools/equipment, basic office tasks, and coordination/movement necessary to complete client treatment.

The employee frequently is required to reach with hands and arms; use proper body mechanics at all times; to lift one to twenty-five pounds from floor to waist; lift ten pounds from waist to shoulder; carry twenty five pounds with assistance as needed; have adequate balance to stabilize self and client during treatment static/dynamic; work at a fast pace; get up and down from the floor; sit on a chair or stool, manipulate tools for mechanical tasks.

The employee occasionally is required to squat, kneel, crouch or crawl; climb step stool; reach overhead; lift up to 50 pounds; perform proper body mechanics for a two-person lift.

The employee will need the ability to drive a motor vehicle frequently.
