ABOUT THE COURT
Los Angeles Superior Court is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 40 facilities within the Court's 12 judicial districts and are supported by more than 4,500 full-time Court employees. The Court has an annual budget of more than $855 million. Located in Southern California, Los Angeles County is geographically one of the nation's largest counties, covering 4,084 square miles and, with over 10,400,000 residents, is also one of its most populous counties.
 
 
FOCUS ON EMPLOYEE SAFETY AND WELLBEING
Court employees are considered disaster service workers under California Government Code section 3100 and are needed to deliver the statutorily mandated, time-sensitive and emergency services in times of local, state, and national emergencies. The Court takes its responsibilities for ensuring a safe workplace and providing essential public services to those who are required to come into a courthouse seriously; including its legal and ethical obligations to protect the workforce, justice partners, and the public from COVID-19. The Court has implemented various policies and protocols to protect the health and safety of its employees while delivering statutorily mandated essential services. This includes implementing technology to facilitate remote appearances for court users and expanding telework opportunities for employees.
 
ABOUT THE POSITION
Financial Systems Analyst provides accounting and finance-related systems support to users of case management systems in all litigation types. Incumbents provide direction to users on accounting processes, fund balancing issues, resolution of erroneous entries, adjustments, revenue distribution, and other accounting related issues, including reporting. Additionally, incumbents determine and recommend changes to systems configurations, as needed, related to accounting and financial processes, revenue distribution changes due to new legislation or updates, or enhancements to the system for improved efficiencies and automation.

TELEWORK OPPORTUNITIES
This position is eligible for partial telework following an initial training period.
 
MINIMUM REQUIREMENTS:

To qualify, you must meet one of the following requirements upon the final filing date of this bulletin:

OPTION I: High School Diploma or equivalent -AND- five (5) years of journey-level* experience analyzing financial data, making recommendations, and performing systems analysis, testing, user support, and related functions for enterprise-wide financial applications.

OPTION II: Graduation from an accredited four-year college or university** with a major in business administration, finance, computer science, data science, or a related field -AND- three (3) years of progressively responsible experience performing financial analysis, testing, user support and related functions for financial applications. 

OPTION III: Graduation from an accredited four-year college or university** with a major in business administration, finance, computer science, data science, or a related field -AND- three (3) years of progressively responsible experience performing systems analysis, testing, user support and related functions for financial applications. 

Journey-level/Progressively responsible experience* is defined as providing financial expertise and finance-related systems support to users of case management and financial management computer systems and related programs. Incumbents determine and recommend changes to systems configurations, as needed, related to accounting and financial processes, revenue distribution changes due to new legislation or updates, or enhancements to the system for improved efficiencies and automation. 


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

SPECIAL CONDITIONS OF EMPLOYMENT:

DESIRABLE QUALIFICATIONS:
The ideal candidate will possess the following desirable qualifications:
  • Strategies for gathering, reviewing, analyzing, and documenting system requirements and recommended solutions.
  • Experience with systems development and system enhancement projects (including design requirements, project scope, and analysis).
  • Ability to exercise appropriate independent judgment and effectively respond to changing business needs.
  • Excellent written and oral communication skills; this position requires a high degree of emotional intelligence and incumbent must be able to effectively communicate with all levels of staff.
  • Experience with productivity tools such as Microsoft Word, Excel, PowerPoint, SQL Server or other data analytics tools, and Team Foundation Server. 
  • Experience with Odyssey, eCourt, or other case management systems and/or financial systems such as SAP.
  • Strong understanding and knowledge of government accounting principles, Trial Court Revenue Distribution Guidelines, and Judicial Council Trial Court Financial Policies and Procedures. 

Licenses; Certificates; Special Requirements:
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
