HR Departmental Director - 167733

Responsibilities:
  • Advise managers on pay issues, affirmative action requirements, position classification issues, performance appraisal, employee relations and employee training and development issues; maintain liaison with Human Resources and other appropriate offices and departments to respond to employee problems, issues, and special requests and to facilitate actions.
  • Provide support and guidance to managers on talent acquisition and retention activities, including but not limited to, the development of search plans and strategic recruitment strategies/initiatives, applicant sourcing and selection, job description development and position management, and temporary recruitment needs ensuring compliance with EEO and other applicable requirements.
  • Initiate and manage all Visa sponsorship and applications (including gathering of required documents, Duke Web Form completion and requisition of checks) for DHVI staff working closely with the Visa Services office
  • Advise and assist management, faculty and staff in the handling of employee relations issues, complaints and/or grievances and determination of appropriate disciplinary actions; represent management at grievance hearings, dismissal conferences and arbitration.
  • Collaborate with managers in identifying employee training and developmental opportunities and determining appropriate resources to achieve the planned objectives. Consult with managers to determine career paths and growth opportunities for employees throughout DHVI.
  • Lead the process for any position reclassification requests from PI’s or Directors. Gain approval from Finance, Rewards and Recognition and SoM for salary equity.
  • Manage and implement HR programs, initiatives, and activities supporting the overall organizational goals and objectives. Provide oversight and support for onboarding, visa management, training compliance, leaves of absence, payroll processes, annual health check program, service award programs, annual performance management process, salary review process and annual flu vaccination onsite clinic ensuring compliance with the flu vaccination policy. Lead and serve on organizational committees as required.
  • Coordinate and prepare documents for all Faculty appointments, promotion and annual reviews. This requires collaborating with the appointing departments and the SoM.
  • Invite and record any new or leaving affiliate faculty members using dFac.
  • Support initiatives for growth and extra effort that require a supplement payment and approval through the SoM. Manage and track all supplement information.
  • Manage all external contractors including the legal agreements, POs and sponsored access requests (Medasource).
  • Provide guidance in the development and implementation of the Diversity Strategic Plan and Affirmative Action/Equal Opportunity efforts.
  • Prepare reports and analyses reflecting progress, adverse trends and appropriate recommendations or conclusions; ensure maintenance of appropriate personnel records.
  • Supervise designated employees; recommend various personnel actions including, but not limited to, hiring, performance appraisal, disciplinary actions and vacation schedules.
  • Interpret human resource policy intent and/or acceptable management practices to ensure fair and consistent application of University policy; develop departmental policies in accordance with established University policy.
 
Preferred Skills and Experience
  • Prior staff management experience is preferred.
  • Familiarity with Duke@Work, SAP, and Success Factors preferred
  • Project management skills
  • Solid organizational and analytical abilities
 

Required Qualifications at this Level
  • Education/Training: Work requires a general business or personnel background generally equivalent to a bachelor's degree in a related field.
  • Experience: Work requires five years of business and/or administrative experience, with exposure to human resources activities, to acquire knowledge of human resources policies and procedures necessary to manage the personnel activities of a major department or division. OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE.
