GENERAL DESCRIPTION:
Performs highly advanced (senior-level) marketing work. Under the direction of the Marketing Director, the Email Marketing Manager oversees and manages the Department’s email communication program to ensure Texas Parks and Wildlife Department (TPWD) delivers relevant and timely email content to more than three million agency customers and constituents. This position is responsible for developing, implementing, and tracking the effectiveness of email marketing campaigns that drive revenue and increase awareness of agency programs, sites, products, and initiatives. This position manages the department’s email services contract and supervises the email communications specialist, who has primary responsibility for the agency’s four signature e-newsletters. This position works closely with department content creators to adapt existing content for email content and works collaboratively with the in-house creative and web teams on graphics and web landing pages. Other responsibilities include managing the agency’s text messaging capabilities; maintaining a master email calendar; providing training and ongoing guidance to agency “email topic administrators”; and fulfilling sponsorship/advertising email deliverables. This position also provides guidance to department transactional systems that use email to ensure consistency and best practices. This position stays abreast of the best technological tools to maximize TPWD’s email communication and keeps the Marketing Director informed of any opportunities to increase the cost-efficiency of the platform. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
 

MINIMUM QUALIFICATIONS:

Education:
Graduation from an accredited college or university with a Bachelor’s degree or higher in Marketing, Advertising, Communications, or a closely related field.

Experience:
Three years experience in email marketing field;
Two years experience managing a direct report.
NOTE: Experience may have occurred concurrently.

Licensure:    
If driving is required, applicant must possess a valid State driver’s license.

PREFERRED QUALIFICATIONS:
Experience:
Five years experience in marketing, with a minimum of three years in email marketing;
Experience developing and tracking results from revenue-generating email marketing efforts;
Experience in copywriting for marketing;
Experience managing an email services provider contract.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of email marketing system operations, best practices, and strategies;
Knowledge of developing email marketing test plans;
Knowledge of the principles and practices of marketing;
Knowledge of developing sponsorship proposals
Knowledge of State of Texas purchasing policies and procedures;
Knowledge of current marketing and merchandising practices, governing laws, and market reporting procedures;
Skill in using MS Word, Excel, PowerPoint, and Outlook;
Skill in one or more email communications systems;
Skill in writing copy and adapting content from magazine, web, and video for emails and e-newsletters;
Skill in developing revenue-generating email marketing campaigns;
Skill in using online reporting tools such as Google Analytics and E-Commerce to determine the effectiveness of email marketing efforts;
Skill in developing goals and objectives;
Skill in effective verbal and written communication;
Skill in planning, assigning, and/or supervising the work of others;
Skill mentoring and coaching direct reports and others;
Skill in working with creative and web teams to develop marketing materials, graphics, and campaign landing pages;

WORKING CONDITIONS:
Required to work eight-hour shifts between 7:30a.m.-7:30pm., Monday through Friday;
Required to work overtime, as necessary;
Required to travel 3% with possible overnight stays;
Must conform to TPWD dress and grooming standards, work rules, and safety procedures;
May be required to operate a State vehicle;
Non-smoking environment in State buildings and vehicles.
