City Administrator for the City of Blue Springs, MO

Blue Springs is a diverse and growing community strategically located near the center of Jackson County, Missouri at the eastern edge of the Kansas City metropolitan region. The City is seeking a strategic and visionary leader to be its next City Administrator.
 
The City, home to nearly 60,000 residents covering 22.26 square miles, is served by I-70 and by state highways 7 and 40 providing convenient commuter access to the various cultural, educational, social, legal, financial, and marketing institutions of the region. Blue Springs is known as a community of choice for its favorable housing market, award-winning schools, and nationally recognized park system.
 
Blue Springs is governed in accordance with a home-rule charter city in which the citizens elect the Mayor to a four-year term, along with six Council Members from three geographic districts. Council members serve staggered, three-year terms. The governing body is responsible for passing ordinances, adopting the annual budget and tax levy, appointing committees, and hiring the City Administrator. The City Administrator, as the city’s chief administrative officer, is responsible for carrying out the polices and ordinances adopted by the City Council, overseeing day-to-day operations and appointing the directors of the various city departments. This position serves at the discretion of the City Council. 
 
The City of Blue Springs provides a full range of municipal services including police protection; water and sanitary sewerage utilities; planning, construction and maintenance of highways, streets and infrastructure; community planning and development; planning, maintenance and construction of parks facilities; recreational activities; youth outreach programs; “50-Plus” social services; and general administrative oversight. Fire protection services are provided by a separate fire protection district.
 
The City’s all funds 2021-22 budget is over $83 million. Blue Springs has 314.5 (full-time equivalents) FTEs. Police Department employees are represented by a collective bargaining unit. The Fraternal Order of Police (FOP), Western Central Missouri Regional, Lodge #50 represents three bargaining units, including police officers, sergeants, and lieutenants. In October 2018, a three-year agreement was approved. Dispatch employees are represented by the Communications Workers of America (CWA). Public Works employees are represented by the International Association of Machinists (IAM).
 
Candidates should have experience working on significant economic development projects and be capable of negotiating on behalf of the Mayor and City Council. The successful candidate must be a problem solver with an ability to understand and embrace technology. Candidates must be able to demonstrate outstanding interpersonal and communication skills, possess a record of establishing employee and organizational development while establishing a culture of continuous improvement. The ability to collaborate, encourage teamwork, and conduct business in a non-partisan, transparent and ethical manner is important.
 
A Bachelor’s degree in public administration, business administration or a related field is preferred, as well as a minimum of five to seven years of progressively responsible experience in municipal administration in an organization of comparable size or complexity. A Master’s degree in Public Administration or a related field is desirable, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities necessary to be successful in the position.
 
The starting salary will range from $165,000 - $190,000 depending on qualifications/experience; residency is required. The City offers a robust benefit program, including medical, dental, vision, life, accident, critical illness and pet insurance as well as a city-funded HSA, deferred compensation savings options, and participation in the State of Missouri LAGERS defined benefit retirement program.
