Associate, Economic Policy & Governance

The Associate position will report to the Vice President, Economic Policy and Governance and work closely with members of the project team, as well as the broader International Development Group. The role would be full-time at Nathan’s Headquarter office in Arlington, Virginia.
Position Summary
  • Support project workshops and event planning as applicable, including workshops held in developing countries.
  • Engage in a client-facing role, regularly representing Nathan Associates with staff from USAID, the U.S. Department of State, and other US Government agencies, as well as contractors, project partners, and consultants.
  • Contribute to the writing and editing of project deliverables, including weekly, quarterly, and annual reports and technical studies.
  • Draft project technical and travel approvals and activity budgets.
  • Track subcontractor technical work and billing.
  • Track project consultants’ technical work as well as billing and travel, ensuring compliance with the project requirements.
  • Learn and apply United States Government rules and regulations to long-term projects and ensure projects are implementing in accordance with these requirements.
  • Maintain and update project budget(s) of $20+ million, including projecting and tracking monthly project invoices.
  • Support business development and new business efforts, including the coordination and writing of proposals as applicable.
  • Guide more junior staff with project logistics and consultant onboarding activities and expense reports, potentially serving in mentorship role(s) as applicable.
  • Perform on an as-needed basis the functions of more junior or more senior positions.

Job Description:
Project Management
  • Serve as Project Coordinator or Project Manager for designated long-term donor projects.
  • Serve in the field as needed, such as to fill temporary staffing gaps, launch new projects, or close down projects near termination.
  • Prepare draft Technical Instructions/Scopes of Work/Terms of Reference for project activities.
  • Monitor project or activity budgets (e.g., accruals, pipeline) and interface with the Finance Department on finance/contract issues.
  • Develop new templates, formats, and tools for managing processes more efficiently within the firm.
Business Development/Communications
  • As needed, manage, lead, or develop inputs for smaller/less complex proposals or for bids where Nathan is a sub.
  • Draft significant technical sections of proposals.
  • Serve as Proposal and BD Assistant for designated donor-funded long-term opportunities.
  • Communicate with staff, consultants, and clients on contract, administrative, or logistics issues.
  • Prepare agreements for independent consultants on BD assignments.
  • Deploy consultants and staff to foreign countries: obtain visas and travel authorizations as needed; make airline and hotel reservations; handle Medevac, medical insurance and medical certifications, as needed.
  • Track consultant approvals, invoices/timesheet submissions, expense report submissions, payments on time and expenses.
  • Provide general administrative and logistics support for staff and for consultants working on BD assignments.
  • Participate in G-trips as needed.
Technical Work
  • Draft project quarterly reports as needed.
  • Provide inputs to project work plan, annual report, and final report.
  • Draft project deliverables such as briefs and PowerPoints.
  • Review/revise deliverables drafted by consultants (for content/presentation/ structure).
  • Make oral presentations such as meeting debriefs and brownbag sessions to clients and to colleagues.
  • Serve as desktop or field technical expert as needed, thereby developing a technical expertise in a Nathan core area.

Qualifications:
Required
  • B.A./BSc. in relevant field (i.e. business, economics, international relations) and a minimum of 5 years of relevant work experience, OR;
  • M.A., MSc., MBA in relevant field (i.e. business, economics, international relations) and a minimum of 1 year of relevant work experience.
  • Strong writing skills (which will be assessed during the hiring process with a written test)
  • Ability to work in a team environment as well as on a self-directed basis.
  • Strong interpersonal skills (you will interact with employees, consultants, partners, clients, subcontractors, and vendors).
  • Ability to multitask and work under pressure in a fast-paced environment.
  • Fluency in English.
  • Permanent U.S. work authorization required.
Preferred
  • Professional working proficiency in relevant foreign language, such as Spanish and French; Other languages widely spoken in the developing world may be considered in place of these languages;
  • Experience working with USAID or other donor-funded programs.
  • Relevant overseas work or internship experience in a developing country context; and
  • Experience in relevant economic policy, governance, and public administration areas preferred, inclusive of public financial management, revenue mobilization and administration, and local governance.
