Appraiser Internship

Duty Location:
Albuquerque, NM

Tenure: 6 months starting September 20, 2021, Full Time (40 hours/week)

Position Description:
The Trainee Appraiser Development Program encourages diversity in the FS appraiser cadre
while also having the Trainee Appraiser progressively assume responsibilities according to identified benchmarks and demonstrated abilities in dealing with cases of varying complexity. This 24-week program is a rigorous work and learning experience that provides exposure to the Forest Service, development and training opportunities, and the opportunity to make a lasting impression on generations to come. This position requires a detailed oriented and self-motivated individual.  

Duties:
  • Receives assignments for which precedents have been established and valuation principles are clearly evident. Develops approaches to the problem, and outlines a plan for gathering data required including the sources to be used.
  • Secures basic data, inspects site of property, estimates value of property and submits estimates in draft form for review, and after approval of higher grade appraiser develops report with accompanying statistics and justifications.
  • The employee may prepare appraisal assignment subject to ongoing oversight and evaluation throughout the assignment. The Appraiser may not independently author or sign any valuation work product.
  • Develops portion of appraisal work being done by higher grade appraiser; for example, tabulates statistics, drafts paragraphs on matters of record pertaining to preparation of comprehensive and detailed appraisal reports. By personal contacts and search of records secures factual information for a higher grade appraiser such as title information, legal descriptions, maps, tax information, records of sales or rentals, comparable sales in the vicinity, listings, descriptions of improvements and supplemental data on field conditions.
  • Makes independent contacts with realtors, financial institutions, banks, etc., to discuss matters specifically outlined by the higher grade appraiser.
  • Assists in writing and analyzing appraisal for planning reports.
  • Compiles data with respect to the location of the property, covering the social characteristics, economic structure and other factors which affect real estate values; makes surveys of property to determine its physical characteristics and the observable deterioration due to functional and economic obsolescence; prepares estimates of cost of repairs.
  • Studies all available texts and guidelines relative to appraisal processes and techniques, real estate practices, agency manuals, bulletins, directives, and procedures.
  • Attends appraisal courses sponsored by professional appraisal organizations at which incumbent must receive passing marks to be eligible for promotion.
  • Examines and studies completed appraisals to become familiar with procedures involved, format used, information required, and the types of property typically appraised.
  • Independently ascertain locations for and develop sources of appraisal data, collection techniques, and valuation information systems. The employee takes difficult problems and deviations in work assignments directly to the overseeing staff review appraiser.

Qualifications:
Applicants admitted to the Trainee Appraiser Development Program by the FS Chief Appraiser must
meet the equivalent education, experience, and examination requirements of the
  • AQB
  • State identified by the Chief Appraiser, and
  •  FS annual Performance Improvement Plan

*This is a 1099 position. Persons paid on a 1099 basis are independent contractors and are self-employed. Independent contractors are required to pay all self-employment taxes (Social Security & Medicare) as well as income tax.
