PROGRAM ADMINISTRATION SPECIALIST II

The Department of Criminal Justice Services (DCJS) is seeking a Training Coordinator with a passion for advancing Virginia’s criminal justice system to assist with DCJS’s initiatives and programs related to local probation and pretrial services. DCJS is a diverse agency that promotes equality, inclusion, and anti-racism, and is looking for an enthusiastic, innovative, collaborative professional to advance local probation and pretrial services efforts in the Commonwealth. This position will build upon the tremendous efforts made by local Comprehensive Community Correction Act (CCCA) and Pretrial Services Act (PSA) agencies to implement legal and evidence-based practices.

This position will assist as DCJS and the local CCCA/PSA agencies shape what the next decade of local probation and pretrial services will look like in Virginia. This position will be critical as CCCA/PSA agencies work through the challenges posed by COVID-19 over the next couple of years. As agencies are required to change processes, they will need additional support and resources in the ongoing implementation of best practices. This will necessitate changes in operations, training, levels of technical assistance, and compliance monitoring. This position will be responsible for identifying, developing, and coordinating training for staff working in local probation and pretrial agencies. This position will lead efforts to transition existing training courses from in-person to virtual, working with a dedicated group of volunteer subject matter experts. This position will also work closely with the compliance coordinator, pretrial subject matter expert, and local probation subject matter expert to assist in the development of compliance monitoring expectations, resources, technical assistance, and training.
  
This is a full-time position with telework options available. While the COVID-19 pandemic has required virtual training and technical assistance, travel will be required for site visits and stakeholder meetings after regular business resumes and when travel is safe.

The ideal candidate for this position must possess:
·   Considerable professional experience in the field of criminal justice. 
·   Considerable knowledge of and ability to apply principles of legal and evidence-based practices related to pretrial services or probation.
·   Demonstrated ability to develop training curriculum.
·   Knowledge of adult learning theories and practices.
·   Demonstrated ability to provide sound technical and programmatic assistance to agencies.
·   Demonstrated ability to educate stakeholders.
·   Documented experience working both as an active, contributing team member, as well as an independent and self-motivated employee.
·   Proven ability to write professional narrative reports, policies, correspondence, and other  resource materials.
·   Excellent and effective oral and written communication skills.
·   Strong work ethic and exceptional customer service skills.
·   Attention to detail, organized, and ability to manage multiple tasks and deadlines.
·   Ability to exercise discretion and maintain confidentiality.
 
The preferred qualifications are:
·   A post-secondary bachelor’s or master’s degree in areas related to criminal justice, public  administration, social work, psychology, or related field.
·   Experience developing or facilitating online and virtual learning.
·   Professional experience with Virginia’s Comprehensive Community Correction Act and Pretrial Services Act system.

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $65,000 - $72,000, plus the state’s benefits package.
