ENVIRONMENTAL SPECIALIST II (VWP Permit Writer/Inspector) – P0210

The Virginia Department of Environmental Quality, Piedmont Regional Office, seeks a qualified individual to review permit applications and permit related operation-design submittals for applicability and completeness and to develop and write enforceable permits for issuance in a timely manner, which are technically and procedurally accurate in accordance with applicable laws, regulations, written guidance, and procedures; to provide recommendations and support for approval of plans, specifications and other value engineering documents; to provide responses to unpermitted pollution incident reports in state waters, perform VWP Permit compliance inspections in order to ascertain compliance status of facilities, and provide technical assistance to landowners and permit holders; and to provide technical support for permit related compliance and enforcement actions by working with clients to resolve issues efficiently, openly, fairly and consistently.

ENVIRONMENTAL SPECIALIST II (Stormwater Plan Reviewer/Inspector) – P4447

Minimum Starting Salary: $48,391 – Negotiable Based on Experience
 
The Virginia Department of Environmental Quality, Piedmont Regional Office, seeks a qualified individual to ensure all nonexempt land-disturbing activities are covered by the General VPDES Permit for Discharges of Stormwater from Construction Activities (Construction General Permit) under the NPDES program of the federal Clean Water Act, completes compliance inspections, implements informal enforcement actions and makes recommendations for formal enforcement actions. Serves as the lead agency contact for assigned localities relative to Virginia Erosion and Sediment Control Program (VESCP) local program reviews for compliance with the Erosion & Sediment Control (ESC) Law and regulations. Assists as needed in program reviews in localities not assigned to them. Serves as lead and primary point of contact for assigned localities for the implementation of the Virginia Stormwater Management Program (VSMP). Provides program guidance to localities with approved VSMP authority by the Virginia Water Control Board (VWCB). Provides regulatory and technical assistance to local, state and federal agencies, the permitted community, and the public. Serves on ad hoc technical, regulatory, and advisory committees.

ENVIRONMENTAL SPECIALIST II (Tank Inspector) – P4081

The Virginia Department of Environmental Quality, Tidewater Regional Office, seeks a qualified individual to perform facility inspections to evaluate the design and operation of petroleum storage tank systems. This position will document findings and work with owner/operators to remedy non-compliant conditions. This position will also assist tank owner/operators in complying with state laws and regulations governing underground storage tanks to promote improved environmental performance and reduce threats to human health and the environment from petroleum releases. Unusual or complex cases will be referred to the supervisor or senior staff for assistance and guidance.
