Mobile Application Developer

Apogee Solutions, a Woman Owned Small Business, is seeking a Mobile Application Developer to support the USA Solider Support Institute (USASSI) at Fort Jackson, SC. Qualified candidates must be a US Citizen.

The Developer will be responsible for delivering Interactive Multimedia Instruction (IMI) subject matter expertise in the development of web-based, CD-ROM, and mobile application instructional delivery platforms. Developers will design, develop and produce Interactive Multimedia Instruction, using cross-platform hypermedia and high-end authoring software. This specialist will evaluate media and product requirements to determine the most appropriate graphic design strategy and determine the placement and appearance of visual and audio elements. 

USASSI is responsible for the institutional education, training, and doctrine support of all Adjutant General (AG), Finance and Comptroller (FC), and Army School of Music (ASOM) Advanced Individual Training (AIT), Advanced Leader’s Course (ALC), Senior Leader’s Course (SLC), Basic Officer Leaders Course (BOLC), Captains Career Course (CCC), Adjutant General Warrant Officer Basic (WOBC), and Advanced Courses (WOAC).

The Mobile Application Developer Developer will:
  • Provide subject matter expertise and development support to ensure instruction and related training activities maximize effectiveness of available IT resources.
  • Deliver current and relevant training and education products via the applicable application systems within the allotted timelines, which will be approved by the Government.
  • Work closely with the Government to develop mobile applications and IMI products in a more timely and efficient manner in accordance with TRADOC regulations and policies.
  • Support and adhere to milestones and timelines outlined by the Government for the development of mobile applications and IMI products.
  • Fully develop interactive lessons, practical exercises, and assessments needed for lessons that cannot be accomplished hands-on or in a 3D environment through creation of interactive simulations and transactions that will enable the ability of the instructor to measure and evaluate student learning outcomes in a remote environment.
  • Support USASSI’s efforts to migrate courses to Blackboard, including Advanced Individual Training (AIT), Non Commissioned Officer Education System (NCOES), Officer Education System (OES), and functional courses.
  • Provide recommendations for the utilization, integration, and assessment of instructional technologies for remote and blended learning.
  • Support the learning community in the application of training development and delivery systems such as Centra, Defense Connect Online, Blackboard, Saba, Soldier Training Homepage/Reimer Digital Library (RDL), and Army Knowledge Online (AKO), and other Defense Information Systems Agency (DISA) approved collaboration tools in order to support a blended learning environment.
  • Analyze Government-approved instructional technology to provide the Government with a technology integration design plan or utilizing and integrating appropriate technology tools.
  • Follow the ADDIE model for design and developing IMI products.
  • Conduct validation of the final precut on the selected modality/delivery system to ensure compliance with the respective delivery system specifications.
  • Ensure the finished mobile applications and IMI products will run on the designed delivery system and perform tests to ensure consistent performance.
  • Ensure products are Sharable Content Object Reference Model (SCORM) as applicable as well as playability per best practices outlined in the Army Courseware Compliance -Business rules.

Required Experience:
  • Bachelors Degree in graphic design, computer science, videography or a related field OR 4 years’ experience in graphic design, software developing, computer science, or related field
  • Familiarity with basic code debugging in order to review code and correct bugs to ensure proper functioning
  • Knowledge of software engineering and management methodologies and techniques to include software requirements analysis, software metrics, software reuse, software documentation, independent verification and validation, and post deployment software support (PDSS)
  • Knowledge of systems engineering, systems and software architecture concepts, computer software and hardware principles
  • Knowledge of cross-platform programming languages such as HTML, CSS, and JavaScript as well as high-end authoring software such as, but not limited to, Adobe Creative Suite, and Lectora Inspire
