Supervisor of Maintenance & Transportation

SUPERVISOR OF MAINTENANCE AND TRANSPORTATION
 
PRIMARY FUNCTION:
      Provide leadership and management of the division buildings/grounds and transportation maintenance functions for Alleghany County Public Schools in an efficient and cost-effective manner that is compliant with local, state, and federal requirements.
 
QUALIFICATIONS:
     
     The candidate must be computer literate and possess an in-depth knowledge of buildings/grounds maintenance, HVAC control systems, energy management, and vehicle maintenance for gasoline and diesel powered vehicles, preferably in a school environment. Knowledge of basic business practices is essential. Demonstrated capability with personal computers and related software programs is required. Candidate must possess, or be eligible and willing to possess, a valid commercial driver’s license in the Commonwealth of Virginia. An independent work ethic, comprehensive analytical ability, attention to detail, and strong interpersonal skills are highly desirable.

           Superintendent
 
PERFORMANCE RESPONSIBILITIES:
 
  1. Develops annual budgets for building/grounds, transportation and energy management related areas.
  2. Provides management of the Maintenance, Transportation, and Energy budgets.
  3. Supervises the Maintenance/Transportation staff.
  4. Performs critical human resource functions such as daily job scheduling, performance evaluation, and training and development.
  5. Manages the routine purchasing function for the maintenance and transportation operations to insure the best prices possible while maintaining low inventory levels. Assists the Director of Finance with formal solicitations for products and services.
  6. Maintain an accurate updated inventory for the maintenance department and the bus garage.
  7. To receive and log maintenance forms and Schooldude request for supplies. 
  8. Maintain the AHERA (Asbestos Hazard Emergency Response Act) books for the school division. Make and forward copies of pertinent documents to each school, as appropriate, for filing in the books kept in their buildings.
  9. Keep a log of safety inspection reports which are done in each school monthly.
  10. Maintains the Alleghany County Public Schools’ facilities and vehicle fleet in the best condition possible given the available resources.
  11. Insures compliance with the State Inspection requirement for all vehicles per the Code of Virginia.
  12. Insures effective implementation and utilization of the work request management system.
  13. Insures compliance with and implementation of division policies regarding energy conservation, equipment life-cycle considerations, and equipment/parts uniformity.
  14. Possess a strong understanding of mechanical HVAC systems and be willing to communicate with technical and non-technical individuals.
  15. Maintains constant focus on safety in terms of staff development, departmental policies, and departmental procedures. 
  16. In coordination with the Director of Finance and Superintendent, plans and implements capital improvement projects.
  17. Maintains all energy and water consumption records and report data monthly to the Superintendent.
  18. Conduct regular “walk-through” audits of all facilities to insure operating efficiency, optimum education environment and compliance with district’s energy policy.
  19. Implements weekday, weekend, holiday, night setback and summer shutdown checklist for all district facilities.
  20. Demonstrates ability to understand and oversee Process Logic Controller (PLC) data latter systems, and P & ID(Process and Instrumentation Design) signs and symbols.
  21. Insures the school district is on proper utility rate schedule and is receiving correct billing.
  22. Supervises the provision of preventive maintenance, corrective maintenance, and repair/replacement for division facilities and vehicles to insure optimum condition and operating efficiency given available resources.
  23. Insures that required facility and vehicle inspections, maintenance, repair, and recordkeeping are completed as established by Alleghany County Public Schools, the Virginia Department of Education, and the Code of Virginia.
  24. Demonstrates ability to read and interpret Blue Prints of Building/Grounds and HVAC systems.
  25. Maintains after-hours availability for emergency response for the maintenance department.
  26. Assume responsibility for annual school safety audit process.
  27. Provide oversight of safety and security requirements associated with No Child Left Behind.
  28. Seeks opportunities to improve departmental operation and makes recommendations for such to the Superintendent.
  29. Exhibits a professional demeanor and grooming appropriate for the position.
  30. Provide oversight of the district transportation system.
  31. Develop specifications, accept bids, and submit recommendations for the purchase of buses and vehicles.
  32. Ensure that all vehicles are maintained in accordance with the state regulations.
  33. 33 Coordinate professional development for bus drivers.
  34. Coordinate the federal drug and alcohol random testing program.
  35. Investigate and report all accidents involving division vehicles.
  36. Provide oversight of the annual transportation report to the VDOE.
  37. Advise the Superintendent on road and weather conditions.
  38. Coordinate the school closing, delay and dismissal procedures as needed.
  39. Advise the Virginia Department of Transportation on road conditions, as needed.
  40. Notify the media in the event the school schedule must be altered.
  41. Coordinate the facility maintenance program.
  42. Coordinate annual evaluations of facilities and develop a needs assessment for repairs and renovations.
  43. Provide monthly reports to the school board on capital improvement projects.
  44. Provide oversight of the use of facilities in accordance with school board policy.
  45. Provide oversight for the coordination of inner-district mail delivery.
  46. Ensure that all facilities are in compliance with federal, state and local guidelines.
  47. Ensure all facilities are in compliance with the American’s with Disabilities Act.
  48. Performs related duties as assigned by the Superintendent.
  
TERMS OF EMPLOYMENT:
Twelve-month (12) contract, exempted FLSA status. Salary will be established annually by the School Board. 
 
EVALUATION: 
           Job performance as Supervisor of Maintenance and Transportation will be evaluated in accordance with School Board Policy and administrative regulations related to the evaluation of personnel.
 
WORKING CONDITIONS: 
           Physical Demands:
  • Ability to lift, push, or pull 50 pounds. Must be able to climb, bend, stoop, and reach.
  • Ability to work in confined spaces.
  • Ability to operate equipment related to buildings/grounds, HVAC systems, passenger vehicles, and school buses.
  • Ability to operate office equipment such as computers, calculators, and other similar devices.
 
      It is also anticipated that some stress will be associated with this position primarily due to deadlines and irregular workflow. It is necessary that the individual have the capacity to remain calm, considerate, and tactful.
