SALARY: Beginning biweekly salary: Level I $1,646.13, Level II $1,847.37 & Level III $2,026.47
A 5% step increase is provided upon satisfactory completion of the 6-month probationary period.

JOB OPPORTUNITY:
The County of Del Norte, Community Development Department is seeking a qualified candidate to fill one (1) vacancy for the position of Planner I/II/III. This position is classified as permanent full-time. A standard application is required. Resumes are encouraged, but will not be accepted in lieu of required application materials. This recruitment will establish a list of candidates to be used in filling the vacancy as well as an eligibility list that may be used for future vacancies or temporary help for up to one (1) year.

CORE COMPETENCE:
Planner I: Prepares detailed reports for projects of varying difficulty including minor subdivisions, coastal development permits, use permits, re-zoning, boundary adjustments and land use amendments. Collects and organizes field and office data used to develop staff reports pertaining to the County’s planning program. Researches and interprets County and State regulations related to County planning programs and projects that may include biological assessments. Writes letters, memoranda, progress reports, and other documents to staff, outside agencies, and the general public in order to define, clarify, and report information regarding planning activities, functions, policies, and procedures. Performs related duties as assigned.
 
Planner II: Writes various technical and staff reports regarding the status and potential use of County land. Researches specific planning and zoning assignments. Evaluates information and presents reports on site plan reviews, variances, and other zoning applications. Assists in studies of land use and design of advance plans. Develops statistics and engages in research preparatory to various phases of planning. Reviews environmental impact reports in conjunction with developmental projects. Performs graphic work in connection with planning projects. Performs related duties as required.
 
Planner III: Writes staff reports related to County planning such as environmental impact analyses, zoning and subdivision proposals, County ordinances and resolutions, etc. Compiles and organizes information used to develop land use and planning reports. Conducts on site inspections of County land to obtain field data required for County planning and zoning. Presents oral reports and graphic presentations to the County Planning commission and Board of Supervisors. Monitors the progress of special projects ordered by the Board of Supervisors regarding County planning matters. Acts as planning department head in the absence of the Director. Performs related duties as required.

MINIMUM QUALIFICATIONS: Any combination of education, training and experience which would likely provide the required knowledge and abilities may be considered qualifying. A typical way to obtain the required knowledge and abilities would be:
Planner I:
  • Possession of a valid California Driver’s License.
  • Bachelor degree in Rural/Community planning or related field; or
  • One (1) to four (4) years of progressively responsible related experience; or
  • Bachelor degree in resources and/or Resource Management.
 
Planner II: in addition to the qualification above: Level II requires:
  • Bachelor’s degree in planning or a related field; two (2) years’ experience in county planning or an equivalent combination of education and experience.
Planner III: in addition to the qualification above: Level III requires:
  • Bachelor degree in planning or a related field, three (3) years of responsible professional experience in urban or rural planning; or an equivalent combination of education and experience.

SELECTION PROCESS:
