Responsibilities:
PRIMARY RESPONSIBILITIES:
The Federal Proposal Writer will work with the proposal team to meet deadlines accurately, effectively and efficiently in a fast pace environment. The individual duties involve interviewing, researching, and obtaining technical content from technical SME’s and then writing, editing, strategizing and presenting proposal technical content. The Federal Proposal Writer reports directly to the Proposal Manager for each proposal or response to which he/she is assigned.
Working in close coordination with Proposal Manager and Coordinators including Technical (IT) SME’s, the Federal Proposal Writer leads and/or assists in the development of technical content for proposals, market research requests, requests for information, and marketing material for federal clients. As an integral part of the Proposal Operations team, the Federal Proposal Writer’s emphasis is on producing compliant, organized, and compelling material for use in winning proposals as the conduit between Technical SME’s and compelling technical responses in the proposal or RFI response. Secondary responsibilities include assisting in proposal management and/or coordination activities (e.g., constructing proposal outlines; coordinating graphics development).

Some high-level duties include but not limited to:
  • Analyze and decompose Request for Proposal (RFP’s), Requests for Information (RFI’s), Task Orders, and Sources Sought notices to understand the customers’ technical requirements
  • Gather proposal information by identifying sources of information; coordinating submissions and collections
  • Identify and communicate risks associated with proposals
  • Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetables, staffing, budget, standards of performance, and evaluation
  • Write, revise, and edit drafts including executive summaries, conclusions, and organizational credentials
  • Interview subject matter expert (SME) and participants in proposal development meetings to create and edit new proposal content
  • Work in close coordination with Proposal Managers, Proposal Coordinators, Subject Matter Experts (SME’s), etc. to develop innovative technical approaches, sound technical solutions, incorporate themes, and articulate discriminators
  • Assist in the development of technical content for proposals, market research requests, requests for information, and marketing material for federal clients
  • Assist in business development activities and capture management
  • Collaborate with team members, customers, and stakeholders to produce documents that convey relevant information regarding the details of current contract and various projects
  • Coordinate display of graphics and production of documents, ensuring content is high-quality and meets standards
  • Effectively utilize existing documentation to address recurring content inquiries and develop tailored technical responses
  • Manage repository and other proposal libraries, as required
  • Find, analyze, and synthesize written content from proposal libraries; revise and repurpose it for new efforts ensuring the content is tailored to meet the solicitation requirements
  • Conduct and/or support proposal reviews with internal and external stakeholders and Perform technical rewrite/edits on proposals, as necessary
  • Ensure absolute compliance with solicitation requirements and criteria for evaluation
  • Maintain quality results by using templates, following proposal-written standards including readability, consistency, and tone
  • Performs editing tasks on administrative documents and write a variety of technical articles, reports, brochures, and/or manuals
  • Ensures Procedure formatting complies with the Writers Guide and Templates
  • Ensures consistency in application of technical abbreviation and acronyms, figure and table callouts and captions, and handling of boilerplate materials
  • Undertake special projects as required
Required Skills:
  • The candidate must offer superior communication skills – especially involving technically-oriented writing – and have the ability to describe complex technical terms/methods in a clear and engaging manner
  • Must have enthusiasm for a dynamic work environment often involving the quick development of proposal content
  • Knowledge of SharePoint, and/or other Help/Support systems for improved organization
  • Effective with document organization, layout, implementing effective art assets and proofing in a timely manner
  • Familiarity and works to refine knowledge of technical terms, concepts, and methods
  • Experience rewriting content, writing cross-product or cross-service content, and using publishing systems
  • Experience designing, planning, and delivering content solutions that consistently meet the need of technical business customers
  • Ability to articulate technology concepts to both and technical and non-technical stakeholders
  • In-depth knowledge of MS Word and familiarity of graphics applications such as Adobe Illustrator, Adobe InDesign, MS Visio, and similar graphics tools
  • Ability to work independently as well as within a team to develop compelling technical proposal materials
  • Excellent oral and written communication skills and ability to interact with a variety of individuals in a courteous and professional manner
  • Proven ability to apply principles of Standard English language usage, grammar, mechanics, etc. in written work
  • Strong planning and organizing skills
  • Ability to prioritize and work effectively towards deadlines with Flexibility-Multi-task Adaptability
  • Attention to detail and accuracy
Experience/Qualifications:
  • Minimum of 3 years in a technical writing or developmental editing role
  • Experience in working with Federal projects preferred
  • Previous proposal / technical writing experience for federal programs preferred
Education:
  • Position requires BS/BA  degree in  English, Journalism, Law, Technical Writing, Communications, or related IT field from an accredited university with 3 years of experience
Location: Mclean VA and remote
