Animal Control Officer

The City of Winchester and the Winchester Police Department invites you to come join our team! The City has an outstanding strategic plan that includes goals and objectives, a clear vision, and a culture of collaboration. We are currently recruiting for an Animal Control Officer.

Duties, Responsibilities, Miscellaneous Information
  • On an assigned shift, operate a police vehicle, bicycle, or walk to observe for criminal and traffic violations;
  • Identify, pursue, and arrest suspects and perpetrators of criminal acts;
  • Checks on disturbance of law and order and arrests suspects who violate the law;
  • Responds to radio dispatches, answers calls, complaints, and service warrants;
  • Monitor, note, report, and investigate suspicious persons and situations, safety hazards, and unusual or illegal activity in patrol area;
  • Maintains a physical presence at events to prevent behavioral problems;
  • Preparing detailed reports;
  • Testify in court to present evidence or act as witness in traffic and criminal cases;
  • Assists in interviewing victims and witnesses, prepares property and evidence, records and issues evidence in court cases; 
  • Specific Animal Control Duties:
  • Primary duties are to enforce, educate, and assist with all State and Local Animal Laws, Ordinances and procedures;
  • All above duties apply.
Qualifications/Certifications
  • Any combination of education and experience equivalent to a High School Diploma or General Education Degree (GED) is required.
  • Specific Animal Control Duties: Certified by the Division of Criminal Justice Services(DCJS) as an Animal Control Officer or to become certified by the Division of Criminal Justice Services (DCJS) as an Animal Control Officer within 12 months and satisfactorily completed the department probationary period. 
  • To be a certified police officer in the Commonwealth of Virginia within twelve (12) months of the date of appointment as a law enforcement officer, and possession of a valid Virginia driver's license. To certify in the operation of certain equipment as required by the justice system and the Winchester Police Department.
  • Live or be willing to move within a 50 mile radius of Winchester. 
  • Ability to read laws and policies. 
  • Ability to write incident reports and other documents using proper grammar, punctuation, and spelling. 
  • Ability to pass an annual physical examination and physical ability assessment.
  • Some knowledge of police methods, practices, and procedures. 
  • Some knowledge of the geography of the City and locations of important land marks and buildings. 
  • General knowledge of the rules and regulations of the police department. 
  • Ability to understand and carry out oral and written instructions and to prepare clear comprehensive reports. 
  • Ability to deal courteously but firmly with the public. 
  • Ability to analyze situations and to adopt quick, effective, and reasonable courses of action with due regard to surrounding hazards and circumstances. 
  • Ability to develop skill in the use of firearms and the operation of motor vehicles.
  • Possession of physical agility and endurance.
  • Specific Animal Control Duties: General knowledge of the law, ordinances, and regulation governing the control of animals and protection of livestock and fowl. General knowledge of the care, control, and handling of animals.
